ANALISIS FAKTOR-FAKTOR YANG MEMPENGARUHI PENDAPATAN ASLI DAERAH KABUPATEN/KOTA DI KAWASAN GERBANGKERTOSUSILA PROVINSI JAWA TIMUR

Kawasan Gerbangkertosusila yang merupakan satuan wilayah pembangunan dari Provinsi Jawa Timur di era otonomi daerah ini dituntut untuk memaksimalkan potensi yang ada di daerahnya. Tingginya rasio Dana Perimbangan dari pusat ke daerah untuk kawasan Gerbangkertosusila mengindikasikan kurangnya kemandirian daerah dan kurangnya optimalisasi potensi dari sektor-sektor ekonomi di daerah. Kondisi ini tidak sejalan dengan cita-cita UU No.32 dan No.33 tahun 2004 yang menuntut kemandirian daerah dalam melaksanakan pembangunan daerahnya berdasarkan potensi yang ada di daerah tersebut, sehingga potensi yang ada dapat dimanfaatkan secara optimal. Pemanfaatan potensi daerah ini ditujukan untuk dapat meningkatkan penerimaan daerah melalui peningkatan Pendapatan Asli Daerah (PAD). Penelitian ini mengidentifikasi dan menganalisis faktor-faktor yang berpengaruh positif terhadap besarnya Pendapatan Asli Daerah dintaranya Produk Domestik Regional Bruto (PDRB), investasi swasta, jumlah wisatawan, dan belanja modal pemerintah untuk kawasan Gerbangkertosusila. Hendaknya penelitian ini dapat dijadikan sebagai rujukan strategis pemerintah daerah untuk meningkatkan PAD, sehingga rasio Dana Perimbangannya dari pusat ke daerah menurun. Berdasarkan hasil analisis dan pembahasan dalam penelitian ini, dapat diambil kesimpulan bahwa variabel PDRB secara parsial memiliki pengaruh yang positif dan signifikan terhadap pendapatan asli daerah, variabel investasi swasta memiliki pengaruh yang tidak signifikan terhadap pendapatan asli daerah, variabel jumlah wisatawan memiliki pengaruh negatif yang signifikan terhadap pendapatan asli daerah, serta variabel belanja modal pemerintah memiliki pengaruh positif dan signifikan terhadap pendapatan asli daerah.

The Gerbangkertosusila area which is a regional development unit of the East Java Province in the era of regional autonomy is required to maximize the potential that exists in the region. The high ratio of the Balancing Fund from the central government to the regional goverment for the Gerbangkertosusila region indicates a lack of regional independence and a lack of optimization of the economic sectors potentials in the region. This condition does not inline with the ideals of Law No.32 and No.33 of 2004 which require regional independence in carrying out regional development based on the existing potentials in the area, so that the existing potentials can be utilized optimally. Utilization of the potentials of this area is intended to be able to increase regional revenue through increasing Local Own Revenue (LOR). This research identifies and analyzes factors that have positive effect on the amount of Local Own Revenue between Gross Regional Domestic Product (GRDP), private investment, number of tourists, and government capital expenditure for the Gerbangkertosusila region. This research should be used as a strategic reference for local governments to increase LOR, so that the ratio of the Balancing Fund from the central government to the regional goverment decreases. Based on the results of the analysis and study in this reserach, it can be concluded that the GRDP variable partially has a positive and significant effect on LOR, the private investment variable has a non-significant effect on LOR, the variable number of tourists has a significant negative effect on LOR, and government capital expenditure variables have a positive and significant impact on LOR.
