Keterlibatan Komunitas Setren dalam Proses Pengembangan Setren Opak sebagai Objek Wisata Berbasis Masyarakat di Piyungan, Bantul

Tujuan dari penelitian ini adalah untuk mengkaji keterlibatan, tipe partisipasi aktual, dan tipe partisipasi yang diharapkan oleh Komunitas Setren dalam pengembangan wisata Setren Opak khususnya atraksi susur sungai. Selain itu, penelitian ini juga bertujuan untuk menganalisis kesenjangan antara tipe partisipasi aktual dan tipe partisipasi yang diharapkan oleh Komunitas Setren dalam pengembangan susur sungai serta masalah lain yang melingkupinya. Penelitian ini merupakan penelitian kualitatif yang menggunakan teori tipologi partisipasi masyarakat oleh Tosun (1999) untuk mengetahui tipe partisipasi aktual dan partisipasi yang diharapkan oleh Komunitas Setren. Hasil penelitian menunjukkan bahwa terdapat kesamaan antara tipe partisipasi aktual dan tipe partisipasi yang diharapkan oleh Komunitas Setren, keduanya tergolong ke dalam partisipasi autentik. Namun, Komunitas Setren tetap menyadari pentingnya kerja sama dan dukungan dengan pihak luar seperti pemerintah maupun lembaga lainnya dalam pengembangan susur sungai. Walau Setren Opak adalah objek wisata berbasis masyarakat, penelitian menunjukkan bahwa objek wisata tersebut masih mengalami kendala kurangnya SDM khususnya dalam kepengurusan perahu. Selain itu, faktor posisi dalam komunitas mempengaruhi keterlibatan anggota maupun pengurus Komunitas Setren dalam pengelolaan atraksi susur sungai. Hasil penelitian juga memunculkan asumsi adanya faktor lain yang dapat mempengaruhi tingkat keterlibatan masyarakat yaitu faktor skala pengembangan wisata dan faktor banyaknya kelompok masyarakat yang terlibat sebagai pelaku wisata, sehingga diperlukan penelitian lebih lanjut untuk menguji validitas asumsi tersebut.

The purpose of this study was to examine the involvement, the type of actual participation, and the type of expected participation by Setren Community in the tourism development of Setren Opak especially in the quid river attraction. In addition, this study also aimed to analyze the gap between the type of actual participation and the type of expected participation by the Setren Community in the quid river development along with other related problems. This qualitative study used typology of community participation theory by Tosun (1999) to find out the type of actual participation and expected participation by Setren Community. The result of the study showed that there was similarity between the type of actual participation and the type of expected participation by the Setren Community, which is they were both classified as authentic participations. Nevertheless, Setren Community still shows awareness about the importance of support and cooperation with external parties such as the goverment and other institution regarding the process of developing quid river. Even if Setren Opak is a community-based tourist attraction, this study found that the tourist attraction still encountered problem in terms of human resource. Other than that, position held in the community influenced the member's involvement in managing quid river attraction. The result of this study also raised the assumption that there were other factors which might affect the level of community involvement. The factors were the scale of tourism development and the number of community group who was involved as tourism actors. Further research is needed to prove the validity of these assumption.
