EVALUASI SISTEM INFORMASI MANAJEMEN PUSKESMAS (SIMPUS) MENGGUNAKAN METODE PIECES DI PUSKESMAS NGAGLIK II KABUPATEN SLEMAN

ABSTRAK Latar Belakang: Puskesmas Ngaglik II telah menerapkan kebijakan penggunaan Sistem Informasi Manajemen Puskesmas (SIMPUS) sejak November 2018. Namun masih terdapat beberapa bagian yang tidak menggunakan SIMPUS, karena menu yang ada dalam SIMPUS belum mampu memenuhi seluruh kebutuhan penggunanya, sehingga pengguna harus melaksanakan double entry. Penelitian ini mengevaluasi penggunaan SIMPUS pada Puskesmas Ngaglik II dengan menggunakan metode PIECES (Performance, Information, Economy, Control, Efficiency and Service). Tujuan: Mengevaluasi SIMPUS ditinjau dari aspek penerimaan dan penggunaan oleh petugas di Puskesmas Ngaglik II Kabupaten Sleman. Metode : Penelitian ini merupakan penelitian jenis kualitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan dengan wawancara dan observasi di puskesmas. Subjek penelitian ini adalah 9 pengguna SIMPUS. Objek penelitian ini adalah SIMPUS. Uji keabsahan data menggunakan triangulasi sumber. Hasil: Pada aspek performance, SIMPUS dalam proses input data mudah dan cepat tetapi menu yang ada belum mampu memenuhi kebutuhan penggunanya. Pada aspek information, data yang dihasilkan belum akurat. Secara economy SIMPUS belum dapat membantu seluruh pendokumentasian dan telah mengurangi pemakaian kertas namun belum maksimal. Pada aspek control SIMPUS telah memiliki hak akses perbagian dan back-up data. Pada aspek efficiency SIMPUS telah mempermudah pekerjaan tetapi belum mempercepat penyelesaian pekerjaan. Pada aspek service, SIMPUS mudah dipahami tetapi belum mampu diandalkan secara maksimal dalam melayani pasien. Kesimpulan: SIMPUS belum berjalan secara maksimal, penyebab utamanya yaitu terdapat pada aspek performance. Menu yang kurang lengkap menjadikan masih perlu dilakukannya double entry. Diperlukan penambahan dan perbaikan fitur dalam SIMPUS meliputi edit data, diagram odontogram, obat dan pelaporan KIA. Kata Kunci: Evaluasi, SIMPUS, PIECES

ABSTRACT Background: Puskesmas Ngaglik II has implemented a Health Information Management Puskesmas (SIMPUS) since November 2018. However, there are still some sections that have not implemented SIMPUS, because the SIMPUS menu has not been able to support their user requirements yet, so users have to do double entry. On this research, want to evaluate SIMPUS in Puskesmas Ngaglik II using PIECES (Performance, Information, Economy, Control, Efficiency and Service) method. Objective: To evaluate SIMPUS in terms of the aspects of acceptance and use by officers in Puskesmas Ngaglik II Kabupaten Sleman. Methods: This type of research is a qualitative study with case study approach. In collecting data was done by interviews and observations at puskesmas. The subjects in this research were 9 SIMPUS users. The object in this research was SIMPUS. And the validity test in this research we use source triangulation. Result: In the performance aspect, process input data in the SIMPUS is so easy and fast but the menu can not fulfill the necessity of users yet. In the Information aspect, system could not produce accurate data yet. In the Economic aspect, SIMPUS could not help of process documentation yet and could not reduce more paper. In the Control aspect, system has rights that access for each part and has back-up data. In the Efficiency aspect, SIMPUS has simplified the work but could not advance of the work yet. In the Service aspect, SIMPUS has been easy to understand but could not be relied maximally to providing patients service. Conclusion: SIMPUS has not been optimally in using, the primary cause is in the performance aspect of SIMPUS. SIMPUS Menu has not completed so the user have to do double entry. It is needed to add and improve feature in SIMPUS, those are editing data, diagram of odontogram, medicine and reporting to KIA. Keywords: Evaluation, SIMPUS, PIECES.
