ANALISA KETERLAMBATAN PENYELESAIAN PROYEK LDP UTILITIES E & I PACKAGE DI PT. ODG INDONESIA

PT. ODG Indonesia merupakan perusahaan kontraktor yang berfokus kepada pekerjaan electrical, fire dan mechanical services. Selama kurun waktu 2018 2019 PT. ODG Indonesia mendapatkan kesempatan untuk mengerjakan 6 paket pekerjaan dari mega proyek Adaro LDP, 2 (dua) paket pekerjaan memiliki lingkup pekerjaan berupa suplai material, serta 4 (empat) paket pekerjaan memiliki lingkup pekerjaan berupa pekerjaan konstruksi. Namun 3 (tiga) proyek dari total 4 (empat) pekerjaan konstruksi yang telah diselesaikan tersebut, mengalami keterlambatan dalam penyelesaian pekerjaannya. Salah satu proyek yang mengalami keterlambatan penyelesaian proyek dengan nilai terbesar adalah proyek LDP utilities E & I Package. Proyek yang dimulai pada 4 Maret 2019 tersebut seharusnya dapat diselesaikan selama 192 hari pada tanggal 12 September 2019, namun baru dapat diselesaikan selama 226 hari pada tanggal 16 Oktober 2019 sehingga menyebabkan penurunan keuntungan mencapai hampir 1% dari yang seharusnya. Berdasarkan analisa keterlambatan, didapatkan bahwa terdapat 5 faktor yang paling dominan menyebabkan keterlambatan proyek, yaitu 1 (satu) faktor dari sisi internal dan 4 (empat) faktor dari sisi eksternal. Keterlambatan dari sisi internal tersebut diakibatkan adanya permasalahan pada penjadwalan baseline yang sebelumnya dilakukan dengan menggunakan metode PDM. Kemudian dilakukan penjadwalan ulang dengan menggunakan metode PERT untuk mengevaluasi penjadwalan yang sebelumnya dibuat, yaitu dengan membandingkan durasi penyelesaian proyek antara penjadwalan aktual, metode PDM dan metode PERT. Didapatkan perhitungan dengan metode PERT adalah selama 224 hari, maka didapatkan hasil perhitungan penjadwalan dengan metode PERT lebih akurat dibandingkan dengan penjadwalan menggunakan metode PDM

PT. ODG Indonesia is a construction company that focuses on electrical, fire and mechanical services work. During the period 2018 - 2019 PT. ODG Indonesia has the opportunity to work on 6 work packages from the Adaro LDP mega project, 2 (two) work packages have a scope of work in the form of material supply, and 4 (four) work packages have a scope of work in the form of construction work. However, 3 (three) projects out of a total of 4 (four) construction works that have been completed have experienced delays in the completion of their work. One of the projects that experienced delays in completing the project with the highest value was the LDP Utilities E & I Package project. The project, which began on March 4, 2019, should have been completed in 192 days on September 12, 2019, but could only be completed in 226 days on October 16, 2019, causing a decrease in profits to nearly 1% of what it was supposed to. Based on the delay analysis, it was found that there were 5 factors that were most dominant causing project delays, namely 1 (one) factor from the internal side and 4 (four) factors from the external side. Delays from the internal side are caused by problems with the baseline scheduling that was previously done using the PDM method. Then rescheduling is done using the PERT method to evaluate the scheduling that was previously made, namely by comparing the duration of the project completion between the actual scheduling, PDM method and PERT method. Obtained calculation by PERT method is for 224 days, then the results of scheduling calculations with PERT method are more accurate than the scheduling using the PDM method
