Intisari Tesis ini berjudul Pemberdayaan Masyarakat melalui pengembangan agro- ekowisata di Desa Jomboran Kota Klaten. Tema ini dibuat karena kegiatan pemberdayaan masih mengalami berbagai permasalahan dalam proses pelaksanaanya. Permasalahan itu dapat muncul dari kualitas sumber daya, pengaruh stakeholder, ketepatan program hingga minimnya support dana untuk pengembangan potensi. Tema ini penting untuk diteliti karena Desa Jomboran sudah menjadi percontohan dan belum pernah dilakukan penelitian terkait proses pelaksanaan pemberdayaan masyarakat Desa Jomboran. Penelitian ini menggunakan metode kualitatif dengan menggunakanan pendekatan deskriptif yang memahami lebih mendalam tentang fenomena yang diteliti. Jenis data yang digunakan dalam penelitian ini meliputi dua komponen. Pertama, yaitu data primer yang diperoleh dari dikumpulkan langsung oleh peneliti dari lokasi penelitian. Kedua, yaitu data sekunder yang diperoleh dari studi pustaka berupa buku, penelitian lapangan, dan dokumen. Hasil penelitian ini menunjukkan pemberdayaan masyarakat di Desa Jomboran dilaksanakan melalui proses panjang yaitu pembentukan tim, sosialisasi., pelatihan, pelaksanaan kegiatan dan penyadaran. Tahap paling melemahkan yaitu pembentukan tim dan tahap paling berhasil yaitu pelatihan. Proses pemberdayaan tersebut belum mencerminkan keberdayaan dikarenakan kegiatan tidak melibatkan seluruh masyarakat. Proses pemberdayaan ini dipengaruhi oleh kapasitas sumber daya manusia di masyarakat yang menunjukkan pengaruh positif, hubungan kerjasama pemerintah desa dengan masyarakat yang menunjukkan pengaruh negatif, dan sengketa di zona pengembangan wisata yang menunjukkan pengaruh negatif. Pemberdayaan masyarakat di Desa Jomboran perlu memunculkan sosok yang ahli dibidang pemberdayaan. Pemerintah perlu memastikan bahwa program pemberdayaan dapat menyentuh setiap individu masyarakat dan sebaiknya lebih membuka diri terhadap pihak ketiga supaya dapat mendukung proses pemberdayaan.

Abstract This thesis is titled Community Empowerment in the development of agro-ecotourism in Jomboran Village, Klaten City. This theme was made because the empowerment activities are still experiencing various problems in the implementation process. These problems can arise from the quality of resources, the influence of stakeholders, the accuracy of the program to the lack of financial support for potential development. This theme is important to study because Jomboran Village has become a pilot and research has never been carried out related to the process of implementing community empowerment in Jomboran. This study uses a qualitative method using a descriptive approach that understands more deeply about the phenomenon under study. The type of data used in this study includes two components. First, the primary data obtained from collected directly by researchers from the research location. Second, namely secondary data obtained from library studies in the form of books, field research, and documents. The results of this study indicate that community empowerment in the village of Jomboran is carried out through a long process of team building, socialization, training, implementation of activities and awareness. The most debilitating step is team building and the most successful step is training. The empowerment process does not yet reflect empowerment because the activity does not involve the entire community. This empowerment process is influenced by the capacity of human resources in the community that shows a positive influence, the relationship between the village government and the community that shows a negative influence, and disputes in the tourism development zone that shows a negative influence. Community empowerment in the village of Jomboran needs to bring up an expert figure in the field of empowerment. The government needs to ensure that empowerment programs can touch every individual community and should be more open to third parties so that they can support the empowerment process.
