EVENT MANAGEMENT OF STATE GUESTS VISIT RECEPTION IN THE REGIONAL GOVERNMENT OF YOGYAKARTA SPECIAL REGION

Tugas akhir ini bertujuan untuk membahas profil Bagian Protokol Pemerintah Daerah Istimewa Yogyakarta dan bagaimana peran divisi protokol sekaligus manajemen proses dalam kunjungan Raja dan Ratu Belanda di Yogyakarta. Metode pengumpulan data yang penulis lakukan adalah dengan menjadi partisipan langsung melalui program magang dari 13 Januari hingga 13 April 2020 di Kantor Protokol Pemerintahan Daerah Istimewa Yogyakarta, melakukan wawancara dengan pembimbing lapangan, dan membaca beberapa buku dan artikel dari internet sebagai studi pustaka. Data yang didapatkan dikelompokkan sesuai tujuan penelitian dan disajikan secara detil dalam deskripsi menggunakan Bahasa Inggris dengan dukungan gambar dan tabel. Berdasarkan hasil observasi dan studi pustaka yang dilakukan oleh penulis, Kantor Protokol Daerah Istimewa Yogyakarta terbagai menjadi 3 sub-divisi, yaitu sub-divisi bagian upacara, sub-divisi bagian tamu, dan sub-divisi bagian tata usaha pimpinan. Protokol Pemerintah Daerah Istimewa Yogyakarta memiliki peran yang sangat penting untuk mendukung pelaksanaan kunjungan tamu negara. Penulis menjelaskan proses manajemen pelaksanaan penerimaan tamu kenegaraan tersebut menggunakan teori POAC. Dimulai dari Planning, petugas divisi protokol memiliki peran mengatur persiapan kegiatan seperti pertemuan dengan beberapa pihak yang terlibat, melengkapi kebutuhan yang diperlukan, dan mengatur rapat-rapat yang akan diselenggarakan. Kemudian Organizing, dalam hal ini petugas divisi protokol berkoordinasi dengan pihak-pihak yang terlibat lainnya mengenai persiapan kunjungan kenegaraan Raja dan Ratu Belanda. Lalu Actuating, pada saat hari-H petugas divisi protokol berperan mendampingi Gubernur Yogyakarta, Wakil Gubernur, dan Sekretaris Gubernur. Dan terakhir Controlling. Controlling dilaksanakan sebelum acara, saat acara berlangsung dan setelah acara berlangsung bertujuan agar acara berjalan dengan lancar.

This final project aims to discuss the profile of the Regional Government of Yogyakarta Special Region and the role of Protocol Division as well as the management process that receives state guests in Yogyakarta. The method of collecting data by the writer is to become a direct participant through an internship program from January 13 to April 13, 2020, at the Regional Government of Yogyakarta Special Region Administration Office, conducting interviews with field supervisors, and reading several books and articles from the internet as a library study. The data obtained are grouped according to the purpose of the study and presented in detail in the description using the English language with the support of figures and tables. Based on the results of observations and library studies conducted by the writer, the Yogyakarta Special Region Protocol Office is divided into 3 subdivisions, namely the ceremonial sub-division, the guest sub-division, and the administrative subdivision of the leadership. The Regional Government of Yogyakarta Special Region Protocol division has a very important role to support the implementation of state guest visits. The writer explains the management process implementation of the state reception using the POAC theory. Starting with Planning, the protocol division has the role of setting up the preparation of activities such as meeting with several parties involved, completing the necessary needs, and arranging meetings to be held. Then Organizing, in this case the protocol division coordinated with other parties involved regarding the preparation of the state visit of the King and Queen of the Netherlands. Then Actuating, during the D-day protocol division officers accompanied the Governor of Yogyakarta, the Deputy Governor, and the Governor's Secretary. And the last Controlling. Controlling is carried out before the event, during the event and after the event aims to make the event run smoothly.
