RASIONALITAS PILIHAN RUMAH TANGGA MISKIN DALAM PELAKSANAAN PROGRAM BEDAH KEMISKINAN RAKYAT SEJAHTERA (BEKERJA) DI KECAMATAN GANTAR KABUPATEN INDRAMAYU

Tingginya angka kemiskinan di Indonesia masih menjadi persoalan besar, katimpangan jumlah penduduk miskin di kota dan di desa direspon oleh Kementerian Pertanian melalui program Bedah Kemiskinan Rakyat Sejahtera (Bekerja) dengan memberikan bantuan berupa paket ternak ayam KUB. Tujuan program Bekerja ialah meningkatkan penghasilan pada rumah tangga miskin di desa. Tetapi sedari masa penyuluhan, telah terlihat bahwa komoditi bantuan yang diberikan tidaklah tepat. Penelitian ini bertujuan untuk mendeskripsikan bagaimana rumah tangga miskin merespon melalui motif pemanfaatan bantuan, serta pilihan tindakan yang dilakukan pada masa pendampingan selama 6 bulan. Penelitian ini menggunakan metode kualitatif untuk tujuan deskriptif. Subjek dalam penelitian ini ialah rumah tangga miskin penerima bantuan program Bekerja. Teknik pengambilan data dilakukan dengan cara wawancara, observasi, studi literatur, dan dokumentasi. Sumber data yang digunakan adalah data primer dan sekunder. Hasil penelitian menunjukkan bahwa terdapat berbagai motif pada rumah tangga miskin dalam merespon program Bekerja. kesinambungan antara motif dan tindakan yang dilakukan rumah tangga miskin dalam merespon program Bekerja sangat berperan terhadap tujuan pemanfaatan ekonomi. Pemanfaatna program pada rumah tangga miskin memiliki berbagai motif. Seperti motif keuntungan ekonomi, motif keuntungan sosial dan jaringan, serta motif edukasi. Sedangkan tindakan yang dilakukan rumah tangga miskin dalam merespon program Bekerja ialah rumah tangga miskin menolak mengambil paket bantuan, rumah tangga miskin menerima dan memelihara paket bantuan serta terdapat rumah tangga miskin yan menukar paket bantuan pada komoditi lain, rumah tangga miskin yang mengadopsi inovasi ayam KUB memiliki beragam tipe adopter, serta Tindakan yang dilakukan dalam masa pendampingan program ialah dengan melakukan sinergitas antara rumah tangga miskin dan pemerintah desa juga memanfaatkan media untuk kemudahan berkomunikasi selama masa pendampingan program.

The high poverty rate in Indonesia is still the big problem, the imbalance number of the poor society in the cities and villages is responded by the Ministry of Agriculture through the Poverty Surgery program of prosperity people (Bekerja program by providing the assistance in the form of KUB chicken livestock packages. The objective of Bekerja program is to improve the income of the poor households in the village. However, since the counselling period, it has been seen that the commodity of assistance provided was incorrect. This study aims to describe how the poor households respond it through the motives of aid assistance, as well as the choice of actions held during the 6 month mentoring period. This study uses qualitative methods for the descriptive purposes. The subject of this study is the poor households receiving the assistance program of Bekerja. The data collection technique was carried out by the interview, observation, literature study, and documentation. The data sources used were primary and secondary data. The research program shows there were various motives of the poor households in responding the programs of Bekerja. The continuity program between motives and actions done by the poor households in responding the programs of Bekerja plays the significant role in the purpose of the economic utilization. The utilization program in the poor households has various motives. They are economic, social and network, and educational profit motives. The actions taken by the poor households in responding the program of Bekerja were refusing to receive aid packages, receiving and replacing the aid packages in other commodities, adopting KUB chicken innovation having various types of adopters and the actions done during the mentoring period program the synergy between the poor households and the village government also uses the media to facilitate the ease of communication during the mentoring period program.
