PERANCANGAN METODE PELAKSANAAN PEKERJAAN DAN RENCANA ANGGARAN BIAYA (RAB) TOWER SUTT (Studi Kasus Pekerjaan Perbaikan dan Pembangunan Baru Tower SUTT)

Manajemen konstruksi merupakan kegiatan mengelola pembangunan agar diperoleh hasil yang sesuai dengan tujuan. Dalam manajemen konstruksi, kegiatan awal yang dilakukan adalah kegiatan perencanaan yang menjadi patokan keberhasilan proyek. Kegiatan perencanaan dilakukan oleh konsultan perencana yang berkoordinasi dengan owner. Kegiatan perencanaan merupakan kegiatan untuk merumuskan segala sesuatu yang dibutuhkan sebelum dilakukan pembangunan, termasuk dengan pembuatan gambar-gambar rencana, rencana kerja dan persyaratan teknis yang diperlukan, serta Rencana Anggaran Biaya (RAB). Penelitian tugas akhir ini meneliti perencanaan pekerjaan perbaikan dan pembangunan baru Tower SUTT pada perencanaan metode pelaksanaan pekerjaan dan anggaran biaya yang dibutuhkan. Penelitian terkait proses perencanaan proyek jarang dilakukan karena kebanyakan penelitian tertarik dengan tahap pelaksanaan proyek, sehingga penelitian ini menarik untuk diteliti. Penelitian ini dilakukan pada proyek studi kasus yang bertujuan untuk mendeskripsikan proses kegiatan perencanaan proyek, menjelaskan perancangan metode pelaksanaan konstruksi, perhitungan Rencana Anggaran Biaya (RAB) proyek studi kasus, serta menganalisis faktor utama yang mempengaruhi perbedaan pelaksanaan metode pelaksanaan pekerjaan yang dilakukan serta faktor utama yang menyebabkan perbedaan anggaran biaya yang dibutuhkan oleh pekerjaan perbaikan dan pembangunan baru Tower SUTT. Berdasarkan hasil analisis, diperoleh bahwa kegiatan perencanaan proyek studi kasus terdiri dari tiga tahap yaitu kontrak dan kebutuhan pemberi kerja, studi kelayakan, serta proses perencanaan. Pada Tower 1 metode pelaksanaan pekerjaan yang dilakukan yaitu perkuatan struktur fondasi dan pemasangan cathodic protection dengan total biaya Rp.1.102.763.956,00. Pada Tower 2 metode pelaksanaan pekerjaan yang dilakukan terdiri dari pekerjaan struktur bawah tower dan struktur atas tower dengan total biaya Rp.609.108.236,00. Faktor utama yang mempengaruhi perbedaan metode pelaksanaan pekerjaan yang dilakukan dari pekerjaan perbaikan dan pembangunan baru Tower SUTT yaitu lokasi pembangunan tower yaitu Tower 1 yang berada di area tambak dan Tower 2 yang berada di area persawahan. Faktor utama yang menyebakan perbedaan anggaran biaya yang cukup signifikan antara pekerjaan perbaikan Tower 1 dan pembangunan baru Tower 2 yaitu pemilihan jenis fondasi Tower 1 yaitu fondasi tiang pancang yang mempunyai biaya yang sangat mahal yaitu Rp. 571.294.080,66 , yang hanya berbeda tipis dengan harga total biaya pekerjaan pembangunan baru Tower 2 yaitu Rp.609.108.236,00. Penelitian ini memberikan saran terhadap peneliti selanjutnya yaitu agar dapat menambahkan analisis mengenai penjadwalan proses pembangunan agar diperoleh dokumen perencanaan yang lebih lengkap dengan kualitas yang baik.

Construction management is an activity of managing development in order to obtain results that are in accordance with the objectives. In construction management, the initial activities carried out are planning activities which become the benchmark of project success. Planning activities are carried out by planning consultants who coordinate with the owner. Planning activities are activities to formulate everything that is needed before construction is carried out, including by making plans drawings, work plans and technical requirements required, as well as the Cost Budget Plan (RAB). This thesis research examines the planning of repair work and the construction of the new SUTT Tower on the planning of work implementation methods and the required budget. This research related to the project planning process is rarely carried out because most research is interested in the project implementation stage, so this research is interesting to study. This research was conducted on a case study project that aims to describe the process of project planning activities, explain the design of construction implementation methods, the calculation of the Cost Budget Plan (RAB) for case study projects, and analyze the main factors that influence differences in the implementation of work carried out methods and the main factors causing differences in the budget required by the repair work and construction of the new SUTT Tower. Based on the results of the analysis, it was found that the case study project planning activities consisted of three stages, namely contracts and employer needs, feasibility studies, and the planning process. In Tower 1 the method of carrying out the work carried out is the strengthening of the foundation structure and the installation of the cathodic protection with a total cost of Rp. 1,102,763,956.00. In Tower 2 the method of carrying out the work carried out consists of the work under the tower structure and the structure of the tower with a total cost of Rp.609,108,236.00. The main factor influencing the difference in the method of carrying out the work carried out from the repair work and new construction of the SUTT Tower is the location of the tower construction, namely Tower 1 which is in the pond area and Tower 2 which is in the rice field area. The main factor that caused a significant budget difference between the repair work of Tower 1 and the construction of the new Tower 2 is the selection of the type of foundation Tower 1, the pile foundation which has a very expensive cost of Rp. 571,294,080.66, which is only slightly different from the total cost of the new Tower 2 construction work, which is Rp.609,108,236.00. This study provides suggestions for further research in order to be able to add an analysis of the scheduling of the development process in order to obtain a more complete planning document with good quality.
