RELASI EKSEKUTIF DAN LEGISLATIF DALAM PEMBAHASAN PERDA APBD KABUPATEN SLEMAN TAHUN 2015

Pada tataran pelayanan publik, adanya konflik dalam hubungan eksekutif dan legislatif tentunya akan merugikan kepentingan masyarakat. Hal ini mengingat bahwa konflik pada tingkat elit politik akan berimbas pada konflik horisontal ditingkat masyarakat yang pada akhirnya akan mengganggu ketentraman dan keamanan yang akan berpengaruh pada pelaksanaan pembangunan dan peningkatan ekonomi masyarakat. Oleh karena itu, perlu dilakukan pembahasan pola relasi yang terbentuk antara eksekutif dan legislatif khususnya pada proses penyusunan APBD. Penelitian ini bertujuan untuk mengetahui pola relasi yang terjadi antara pihak eksekutif dan legislatif pada pembahasan perda APBD Kabupaten Sleman tahun 2015 Penelitian ini menggunakan metode studi kasus dalam melakukan eksplorasi pada pembahasan pola relasi yang terjadi antara pihak eksekutif dan legislatif pada pembahasan perda APBD Kabupaten Sleman tahun 2015. Pendekatan yang digunakan untuk menganalisis studi khasus ini adalah pendekatan kualitatif. Dimana penyampaian hasil penelitian mengenai pola relasi yang terjadi antara pihak eksekutif dan legislatif pada pembahasan perda APBD Kabupaten Sleman tahun 2015 dilakukan secara deskriptif Hasil penelitian menemukan bahwa dalam proses penyusunan APBD Kabupaten Sleman tahun 2015, dapat terselesaikan dalam kurun waktu yang relatif singkat meskipun pada pembahasan APBD Sleman tahun 2015 selalu diwarnai dengan adanya perbedaan kepentingan antara pihak eksekutif dan legislatif. Relasi yang terjadi antara eksekutif dan legislatif mampu menghasilkan perda APBD yang memiliki implikasi yang cukup baik. Hal ini dapat terlihat dari lima indikator yaitu ketepatan waktu penetapan APBD, porsi belanja APBD untuk kesejahteraan masyarakat semakin meningkat, ketepatan penyampaian Laporan Keuangan Pemerintah Daerah (LKPD), dan meningkatnya kualitas Opini BPK atas LKPD. Namun, penulis menemukan bahwa daya serap APBD belumlah optimal. Hal ini dapat terlihat dari tingginya SiLPA pada APBD Sleman 2015. Pola relasi yang cukup dominan terjadi pada pembahasan perda APBD Sleman tahun 2015 antara pihak eksekutif dan legislatif yaitu pola yaitu perpaduan antara pola relasi decisional yang memberikan dampak langsung dan sistemic asosiatif yang memberikan dampak tidak langsung, Akan tetapi tidak menutup kemungkinan pola nondecision making dan anticipated reaction juga mempengaruhi relasi eksekutif dan legislatif. Lebih lanjut, penelitian ini juga menemukan bahwa faktor yang paling dominan berpengaruh dalam proses pembahasan perda APBD Kabupaten Sleman tahun 2015 yaitu faktor interest. Hal ini dikarenakan pada proses pembahasan dan perancangan APBD, sering terjadi benturan antara kepentingan yang dibawa oleh masing-masing pihak.

At the level of public services, conflicts in executive and legislative relations will certainly harm the interests of the community. This is considering that conflicts at the level of the political elite will impact on horizontal conflicts at the community level which will ultimately disrupt peace and security which will affect the implementation of development and economic improvement of the community. Therefore, it is necessary to discuss the pattern of relationships formed between the executive and the legislature, especially in the process of preparing the APBD. This study aims to determine the pattern of relationships that occur between the executive and legislative branches in the discussion of the Sleman Regency Regional Budget in 2015 This research uses a case study method in conducting explorations in the discussion of the relationship patterns that occur between the executive and legislative branches in the discussion of the Sleman Regency Regional Budget in 2015. The approach used to analyze this particular study is a qualitative approach. Where the delivery of research results regarding the relationship patterns that occur between the executive and legislative branches in the discussion of the Sleman Regency Regional Budget in 2015 is done descriptively The results of the study found that in the process of preparing the Sleman Regency APBD in 2015, it could be completed in a relatively short period of time even though the discussion on the Sleman APBD in 2015 was always colored by differences in interests between the executive and legislative branches. Relationships that occur between the executive and legislative branches are able to produce regional budget regulations that have quite good implications. This can be seen from the five indicators, namely the timeliness of APBD determination, the portion of APBD spending for public welfare is increasing, the accuracy of the submission of Regional Government Financial Reports (LKPD), and the quality of BPK's Opinion over LKPD increases. However, the authors found that the absorption capacity of the regional budget was not yet optimal. This can be seen from the high SiLPA in the Sleman 2015 APBD. The relatively dominant pattern of relations occurred in the discussion of the Sleman APBD Regional Regulation in 2015 between the executive and legislative namely the pattern of a combination of decisional relation patterns that had a direct and systemic associative impact that had an indirect impact However, it does not rule out the pattern of nondecision making and anticipated reaction also affecting executive and legislative relations. Furthermore, this study also found that the most dominant factor influencing the discussion of the Sleman Regency Regional Budget in 2015 was the interest factor. This is because in the process of discussing and designing the APBD, there are often conflicts between the interests brought by each party.
