PERAN PEMERINTAH KABUPATEN KEBUMEN DALAM PENYELESAIAN KONFLIK MAJELIS TAFSIR AL-QUR�¢ï¿½ï¿½AN (MTA) DENGAN WARGA DI KECAMATAN ADIMULYO, KABUPATEN KEBUMEN, JAWA TENGAH

Penelitian ini dilakukan untuk menganalisis terjadinya konflik antara MTA Cabang Adimulyo dengan warga non MTA di Kecamatan Adimulyo yang meliputi Desa Kemujan, Adikarto, Sidomukti, dan Meles, Kabupaten Kebumen. Penelitian ini menarik dilakukan untuk menjawab bagaimana peran Pemerintah Daerah Kabupaten Kebumen dalam menyelesaikan konflik. Tujuan penelitian ini untuk mengetahui penyebab munculnya konflik, analisis mediasi yang dilakukan, dan hasil dari upaya pemerintah. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif. Penulis memfokuskan penelitian pada faktor-faktor yang menyebabkan konflik yang terdiri dari perbedaan kepentingan atau tujuan, perbedaan individual, perbedaan nilai dan keyakinan dan keterbatasan sumberdaya serta perbedaan identitas diantara pihak yang berkonflik. Kemudian dianalisis peran Pemerintah Daerah Kabupaten Kebumen melalui variabel mediasi yang meliputi konteks yaitu (1) sifat perselisihan, (2) sifat pihak yang berselisih, (3) sifat mediator, dan proses yaitu (4) strategi mediator. Hasil penelitian menunjukan bahwa Peran Pemerintah Daerah Kabupaten Kebumen gagal dalam menyelesaian konflik karena (1) Pemerintah tidak memiliki agenda setting yang jelas tentang penanganan konflik, (2) Pemerintah fokus pada kondusifitas wilayah sebagai cerminan nama baik kabupaten, (3) Setiap instansi yang hadir ingin menunjukan bahwa mereka turun tangan dan bekerja, dan (4) terlalu banyak instansi yang terkait sebagai mediator. Akibatnya, konflik terus berlanjut hingga saat ini dan belum ada solusi yang dapat dijalankan. Kata Kunci: pemerintah daerah, konflik, mediasi.

This research was conducted to analyze the occurrence of conflict between MTA Adimulyo Branch with non MTA residents in Adimulyo Subdistrict which includes the Villages of Kemujan, Adikarto, Sidomukti, and Meles. This research is to answer how the Kebumen Regional Government plays a role in resolving conflicts. The purpose of this research is to find out the causes of conflicts, mediation analysis, and the results of government efforts to overcome these conflicts. This research is descriptive with qualitative approach the author focuses on the factors that cause conflicts which consist of differences in interests or goals, individual differences, differences in values and beliefs and limited resources and differences in identity between parties to the conflict. analysis of the role of the Regional Government of Kebumen through mediating variables which include the context, namely (1) the nature of the confilct, (2) the nature of the disputing party, (3) the nature of the mediator, (4) the mediator's strategy. The results showed that the role of the Kebumen Regional Government failed in resolving conflicts because (1) the Government did not have a clear agenda setting on conflict resolution, (2) the Government focused on regional conduciveness as a reflection of the good name of the district, (3) Every agency present wanted to show that they intervened and worked, and (4) there were too many agencies involved as mediators. As a result, the conflict continues today and there is no workable solution. Keywords: local government, conflict, mediation.
