Peluang dan Tantangan Implementasi Peace-Tourism di Demilitarized Zone (DMZ) sebagai Upaya Rekonsiliasi di Semenanjung Korea oleh Pemerintah Korea Selatan

Dinamika relasi antara Korea Utara dan Korea Selatan selama ini seringkali diwarnai dengan polemik. Isu denuklirisasi dan reunifikasi menjadi topik utama dalam relasi kedua negara. Berbagai upaya untuk mencapai perdamaian telah dilakukan sejak masa pemerintahan Kim Il-sung di Korea Utara dan terutama Kim Dae-jung dengan sunshine policy-nya di Korea Selatan. Begitu pula dengan terlibatnya negara-negara lain dalam diskusi perdamaian bertajuk six party talks. Namun begitu, berbagai upaya rekonsiliasi ini ternyata tidak banyak memberikan hasil yang signifikan. Oleh karena itu, di dalam setiap pemerintahan presiden yang baru di Korea Selatan, isu keterlibatan dengan Korea Utara menjadi pusat perhatian baik bagi masyarakat maupun sesame politisi. Di dalam skripsi ini, penulis menangkat topik mengenai ide baru pemerintahan Presiden Moon Jae-in yang melihat potensi sektor pariwisata, dalam hal ini di Demilitarized Zone (DMZ), dalam mendorong rekonsiliasi Korea Utara dengan Korea Selatan. Penelitian ini berupaya menganalisis peluang dan tantangan yang kemudian muncul dari adanya inisiatif peace-tourism terhadap relasi Korea Utara dengan Korea Selatan melalui kaca mata teori rekonsiliasi dan konsep peace-tourism. Berdasarkan teori rekonsiliasi oleh John P. Lederach, meskipun rekonsiliasi dapat dibagi menjadi tiga tingkatan berdasarkan aktor dan bentuk upayanya, namun rekonsiliasi tidk bekerja secara linear melainkan perlu saling berkoordinasi antara satu tingkatan dengan tingkatan yang lain. Di samping adanya peluang, inisiatif peace-tourism ini juga disertai dengan lebih banyak tantangan dalam implementasinya sehingga berpotensi menjadi hambatan bagi efektivitasnya. Tantangan ini terkait dengan minimnya upaya dan aktor yang mendorong inisiatif peace-tourism di level middle out dan grass-roots sehingga tidak ada koordinasi dengan top-level sebagai inisiatornya. Lebih lanjut, kehadiran Amerika Serikat dalam relasi Korea Utara dan Korea Selatan semakin mempersulit implementasi inisiatif ini.

The dynamics of relations between North Korea and South Korea have often been accompanied by polemics. The issue of denuclearization and reunification become the main topics in relations between the two countries. Various efforts to achieve peace have been carried out since the reign of Kim Il-sung in North Korea and especially Kim Dae-jung with his sunshine policy in South Korea and likewise with the involvement of other countries in peace discussions titled six party talks. However, these reconciliation efforts did not produce significant results. Therefore, in every new presidential government in South Korea, the issue of engagement with North Korea becomes the center of attention for both the community and fellow politicians. In this thesis, the author raises the topic of a new idea of the administration of President Moon Jae-in that sees the potential of the tourism sector, in this case in the Demilitarized Zone (DMZ), in encouraging reconciliation between North Korea and South Korea. This research seeks to analyze the opportunities and challenges that arise from the existence of peace-tourism initiatives towards North Korea's relations with South Korea through the lens of reconciliation theory and the concept of peace-tourism. Based on the reconciliation theory by John P. Lederach, although reconciliation can be divided into three levels based on the actors and forms of their efforts, reconciliation does not work in a linear fashion but needs to coordinate with one another. In addition to opportunities, this peace-tourism initiative is also accompanied by more challenges in its implementation so that it has the potential to be an obstacle to its effectiveness. This challenge is related to the lack of efforts and actors that encourage peace-tourism initiatives at the middle-out and grass-roots level so that there is no coordination with top-level as the initiator. Furthermore, the presence of the United States in North Korea and South Korea relations complicates the implementation of this initiative.
