Analyzing the Struggle of the Alliance of Small Island States (AOSIS) in Establishing the Global Climate Regime

Isu perubahan iklim merupakan permasalahan yang sedang populer di diskusikan, baik dalam tingkat nasional maupun internasional. Hal ini didorong oleh fakta bahwa dampak kerusakan dari perubahan iklim ini bisa mencapai tahap ekstrem. Penduduk yang tinggal di negara kepulauan terancam menjadi pihak yang paling dirugikan, karena mereka menjadi rentan, salah satunya terhadap kenaikan tingkat permukaan air laut. Untuk merespons hal tersebut, dibentuklah suatu organisasi antar-pemerintahan bernama Alliance of Small Island States (AOSIS) yang mayoritas anggotanya terdiri dari negara berkembang pulau kecil (Small Island Developing States). AOSIS menjadi sebuah mekanisme yang dapat memfasilitasi negara kepulauan menyuarakan ide dan nilai kearifan lokal sebagai bentuk solidaritas dalam menyelesaikan tantangan perubahan iklim yang mengancam kedaulatan mereka. Sehingga, meskipun AOSIS dianggap sebagai actor kecil, namun mereka punya pengaruh besar dalam menjalankan rezim baru. Skripsi ini bertujuan untuk menganalisa bagaimana AOSIS mengembangkan ide mereka dan mempromosikan norma baru dalam terbentuknya rezim iklim global. Melalui perspektif konstruktivisme, skripsi ini menghadirkan pendekatan alternatif dalam mendiskusikan berbagai macam cara AOSIS mendorong terbentuknya sebuah rezim iklim global yang inklusif.

The issue of climate change is popularly being discussed, both in the national and international level. It is driven by the fact that the damaging impact from climate change could extend to an extreme stage. The population living in the small islands and low-lying coastal nation are threatened to be the ones that will be most harmed due to their vulnerability, one of which is caused by the rise of sea-level. In respond to this, an inter-governmental organization was established under the name of the Alliance of Small Island States (AOSIS) with majority of its members consisting of small island developing states. The AOSIS has become a mechanism that can further facilitates these countries to voiced out their ideas and values of local wisdom as a form of solidarity in resolving the climate change challenges that threaten their sovereignty. Thus, even though the AOSIS is considered as a small actor, yet they have a big influence to the course of the new regime. This thesis aims to analyze how the AOSIS develop their ideas and promote new norms in the formation of the global climate regime. Through the perspective of constructivism, this thesis presents an alternative approach in discussing the various ways in which the AOSIS has managed to encourage the formation of an inclusive global climate regime.
