STUDI KONDISI DAN UNJUK KINERJA INSTALASI PENGOLAHAN AIR LIMBAH (IPAL) KOMUNAL DI KABUPATEN SLEMAN DIY

Air limbah mengandung polutan yang dapat mengganggu keseimbangan ekosistem berupa gangguan kesehatan, penurunan kualitas air dan lain-lain. Menurut Said, (2008) permasalahan yang dialami hampir di seluruh kota di Indonesia adalah pencemaran air limbah. Tujuan dari penelitian ini adalah mengetahui sebaran nilai kondisi dan kinerja, faktor-faktor yang mempengaruhi kondisi dan kinerja IPAL Komunal yang ada di Kabupaten Sleman DIY. Metode yang digunakan dalam penelitian ini adalah wawancara dengan bantuan guideline kepada responden yang telah ditentukan. Lokasi pengambilan sampel ditentukan dengan metode stratified random sampling berdasarkan Kecamatan dan Desa untuk keputusan pengambilan data di 30 IPAL Komunal Kabupaten Sleman. Hasil wawancara diproses dengan metode scoring dengan skala likert lalu digambarkan dengan Radar Chart. Faktor-faktor yang berpengaruh pada kondisi dan kinerja IPAL Komunal kemudian diperoleh dari ranking nilai kriteria kondisi dan kinerja IPAL Komunal yang telah dihitung. Hasil penelitian menunjukkan bahwa secara keseluruhan IPAL Komunal yang ada di Kabupaten Sleman memiliki kondisi dan kinerja dengan nilai 2,98 yang masuk dalam interval nilai 3 dengan kategori lumayan baik. Nilai tersebut terdiri dari nilai aspek teknis 3,52 dengan kategori sangat baik, nilai aspek lingkungan 2,94 dengan kategori lumayan baik, dan nilai aspek sosial-ekonomi 2,48 dengan kategori agak buruk. Faktor-faktor yang mempengaruhi kondisi dan kinerja IPAL Komunal di Kabupaten Sleman yang nilainya masih kurang dari yang diharapkan yaitu pemeliharaan fasilitas dengan nilai 2,27, beban air limbah dengan nilai 2,43, kelembagaan dengan nilai 2,47, dan program pemantauan kinerja manajemen dengan nilai 2,50 yang masuk dalam kategori nilai agak buruk.

Waste water contains pollutants that can disrupt ecosystem balance in the form of health problems, decreased water quality and others. According to Said, (2008) the problems experienced in almost all cities in Indonesia are pollution of wastewater. The purpose of this study was to determine the distribution of conditions and performance maps, the factors that influence the condition and performance of the Communal WWTP in Sleman Regency DIY. The method used in this study is an interview with the help of guidelines to respondents who have been determined. The location of the sample collection was determined by the stratified random sampling method based on the District and Village for the decision of data collection at 30 Communal WWTPs of Sleman Regency. The results of the interview are processed by the Likert scoring method and then illustrated by the Radar Chart. The factors that influence the conditions and performance of Communal WWTPs are then obtained from the ranking of the criteria for the conditions and performance of Communal WWTPs that have been calculated. The results showed that overall Communal WWTP in Sleman Regency had condition and performance with a value of 2.98 which was included in the interval of value 3 with a pretty good category. This value consists of the value of the technical aspect of 3.52 with a very good category, the value of the environmental aspect of 2.94 with a fairly good category, and the value of the socio-economic aspect of 2.48 with a rather poor category. Factors that influence the condition and performance of Communal WWTPs in Sleman Regency whose value is still less than expected are the maintenance of facilities with a value of 2.27, the load of wastewater with a value of 2.43, the institutional value of 2.47, and the management performance monitoring program with a value of 2.50 which falls into the rather poor value category.
