KEBIJAKAN AMERIKA SERIKAT DI BAWAH DONALD TRUMP KELUAR DARI REZIM DAN ORGANISASI INTERNASIONAL

Terpilihnya Donald J. Trump sebagai presiden pada tahun 2016 lalu telah membawa banyak perubahan bagi kebijakan luar negeri Amerika Serikat. Berbeda dengan pendahulunya, Presiden Trump membawa arah kebijakan luar negeri dengan kecenderungan menutup diri dari kerja sama dengan komunitas internasional. Salah satu kebijakan yang ia ambil adalah memutuskan keluar dari beberapa organisasi internasional. Sampai pada tahun 2019, Amerika Serikat tercatat keluar dari beberapa rezim dan organisasi internasional seperti Kesepakatan Paris, TPP, UNHRC, UNESCO, dan UNRWA. Menggunakan dua tahapan dari teori poliheuristik, tesis ini akan menunjukkan alasan dari keluarnya Amerika Serikat tersebut. Tahap pertama akan mengidentifikasi tiga pilihan, yakni tetap bergabung, negosiasi ulang, dan keluar. Analisis pada tahapan ini berkaitan erat dengan aspek kognitif dari pembuat keputusan. Presiden Trump menilai bahwa kebijakan Amerika Serikat keluar dari organisasi internasional merupakan sebuah realisasi janji kampanyenya "America First" yang menganggap perlunya evaluasi menyeluruh peran dan partisipasi Amerika Serikat dalam berbagai organisasi internasional. Pada tahap ini pilihan tetap bergabung diabaikan. Dalam tahap kedua, pilihan tersisa akan dianalisis menggunakan pilihan rasional. Pilihan negoisasi ulang tidak dipilih karena dalam prosesnya tidak tercapai. Ini menyisakan pilihan keluar sebagai keputusan akhir. Presiden Trump menilai bahwa tetap bergabungnya Amerika Serikat ke dalam rezim dan organisasi internasional tersebut akan memberikan beban besar bagi ekonominya. Dengan demikian, kebijakan keluar dilaksanakan untuk melindungi ekonomi domestik dan mengurangi kerugian akibat beban keuangan besar yang harus dibayar oleh Amerika Serikat kepada organisasi dan rezim internasional tersebut.

The election of Donald J. Trump as president in 2016 has brought various changes to U.S. foreign policy. In contrast to his predecessor, President Trump brought foreign policy direction with a tendency to close himself off from cooperation with the international community. One of the policies he took was the U.S. leaving several international organizations. Until 2019, the U.S. has left international regimes and organizations like the Paris Agreement, TPP, UNHRC, UNESCO, and UNRWA. Using two-stage polyheuristic theory, this thesis is to find the reason behind such policy. The first stage will identify three policy options, namely keep in joining, renegotiate, and exit. Analysis at this stage is closely related to the cognitive aspects of the decision maker. President Trump considered that the US policy of leaving the international organization was a realization of his campaign promise of "America First" as he considers the need for a comprehensive evaluation of the role and participation of the U.S. in various international organizations. At this stage the choice of staying joined is ignored. In the second stage, the remaining choices will be analyzed using rational choices. Renegotiation was not chosen because in the process it was not reached. This leaves the exit choice as the final decision. President Trump considered that if the U.S. continue to join the regimes and organizations that would put huge burden on its economy. So the exit policy is implemented to protect the domestic economy and minimize losses due to the large financial burden that must be paid by the U.S. to these regimes and international organizations.
