DINAMIKA PENDELEGASIAN KEWENANGAN BUPATI KEPADA CAMAT DI KABUPATEN SLEMAN

INTISARI Kecamatan memiliki posisi strategis dalam sistem pemerintahan di Indonesia. Kecamatan merupakan garda terdepan, ujung tombak pelayanan publik pemerintah kepada masyarakat. Kecamatan berada pada posisi penghubung antara masyarakat dan pemerintahan desa ataupun kelurahan dengan pemerintahan yang berada di atasnya. Selain itu kecamatan juga mengkoordinir seluruh urusan pemerintahan yang dilaksanakan di wilayahnya. Selain posisi yang strategis, kecamatan juga memiliki potensi masing-masing yang dikembangkan. Kewenangan atributif yang melekat pada camat dinilai belum mampu memaksimalkan potensi dan posisi strategis yang dimilikinya kecamatan, hal ini yang menjadi salah satu dasar pendelegasian kewenangan bupati kepada camat. Penelitian ini akan meneliti dinamika penerapan pendelegasian atau pelimpahan kewenangan Bupati kepada Camat di Kabupaten Sleman serta penerapan aspek manajemen PAFHRIER (Policy Analicys, Finance, Human Resource, Information dan External Relation) dalam kebijakan tersebut. Kabupaten Sleman dipilih karena terdiri dari 17 kecamatan yang memiliki karakteristik yang berbeda. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Pengumpulan data primer menggunakan wawancara dengan teknik purposive sampling untuk menentukan informan-informan yang dipandang penting dalam kebijakan pendelegasian kewenangan bupati kepada camat. Hasil penelitian ini mengindikasikan bahwa pola pendelegasian atau pelimpahan kewenangan bupati kepada camat di Kabupaten Sleman belum optimal. Penerapan pola seragam tidak mampu memaksimalkan potensi maupun memenuhi kebutuhan masing-masing kecamatan. Aspek-aspek manajemen dalam pendekatan PAFHRIER belum dikelola dengan baik untuk mendukung pelaksanaan pelimpahan kewenangan. Masing-masing aspek PAFHRIER memiliki kompleksitas permasalahan yang berbeda, oleh karena itu dibutuhkan cara penanganan yang berbeda pula. Pola pendelegasian kewenangan yang tidak seragam serta penguatan aspek-aspek PAFHRIER dengan melihat karakteristik masing-masing wilayah diperlukan untuk memaksimalkan potensi masing-masing kecamatan. ABSTRACT District has a strategic position in the government system in Indonesia. The district is the frontline, the spearhead of government public services to the community. The district is in a position of connecting between the community, the village and urban communities with the government above it. The district also coordinates all government affairs carried out in its area. In addition to its strategic position, the districts also have their respective potentials that are being developed. The attributive authority inherent in the district head has not been able to maximize the potential and strategic position of the district, which is one of the bases for delegating the regent����¯�¿�½������¢������¯������¿������½������¯������¿������½s authority to the district head. This research will examine the dynamics of the application of delegation of authority of the Regent to the District Head in Sleman Regency and the application of PAFHRIER (Policy Analystys, Finance, Human Resource, Information and External Relations) management aspects in the policy. Sleman Regency was chosen because it consists of 17 districts that have different characteristics. This study uses qualitative research methods with a case study approach. Primary data collection uses interviews with a purposive sampling technique to determine informants who are considered important in the policy of delegating the authority of the regent to the district head. The results of this research indicate that the pattern of delegation of authority from the regent to the district head in Sleman Regency is not optimal. The application of uniform patterns is not able to maximize the potential or meet the needs of each district. The management aspects of the PAFHRIER approach have not been well managed to support the exercise of delegation of authority. Each aspect of PAFHRIER has a different complexity of problems, therefore different handling methods are needed. The pattern of delegating authority that is not uniform and strengthening aspects of PAFHRIER by looking at the characteristics of each region is needed to maximize the potential of each district.
