EVALUASI MANAJEMEN PROYEK PADA KONVERSI KAPAL TANKER MENJADI FASILITAS PENYIMPANAN DAN ALIR-MUAT TERAPUNG DI PT XYZ

Indonesia sebagai negara kepulauan memiliki potensi besar untuk menambah pendapatan negara melalui industri minyak dan gas, sehingga produksi minyak bumi di Indonesia harus tetap terjaga dan sesuai dengan target yang telah ditentukan pemerintah. Proyek peremajaan Fasilitas Penyimpanan dan Alir-Muat Terapung (FSO) yang dibahas pada penelitian ini termasuk salah satu usaha untuk menjaga terpenuhinya target produksi minyak bumi di Indonesia sekaligus implementasi Permenhub RI No. PM 100 tahun 2016. PT XYZ sebagai salah satu perusahaan perkapalan di Indonesia telah mendapatkan proyek sebagai perusahaan penyedia FSO dan merupakan proyek pertama bagi perusahaan. Penerapan strategi manajemen proyek yang baik dibantu dengan implementasi Work Breakdown Structure coba diterapkan oleh perusahaan untuk memenuhi target penyelesaian konversi kapal tanker niaga menjadi FSO. Tahapan proyek mulai dari permulaan, perencanaan, pelaksanaan, pengawasan & kontrol serta penutupan akan dievaluasi untuk mengidentifikasi faktor-faktor penyebab keterlambatan proyek sebagai pembelajaran yang dapat digunakan pada proyek sejenis di masa yang akan datang. Dari evaluasi yang dilakukan diketahui faktor sumber daya manusia sebagai penyebab terbanyak keterlambatan proyek, sehingga perlu adanya perbaikan pada pemilihan tim pelaksana serta kontraktor yang terlibat dalam penyelesaian proyek berikutnya.

Indonesia as an archipelagic country has great potential to increase state revenue through the oil and gas industry, so that crude oil production in Indonesia should be maintained and in accordance with the crude oil lifting target set by the government. The floating storage offloading (FSO) terminal project discussed in this study is one of the efforts to maintain the fulfillment of crude oil lifting targets in Indonesia as well as the implementation of Permenhub RI No. PM 100 of 2016. PT XYZ as one of the shipping companies in Indonesia has obtained a project as a provider of FSO and is the first project for the company. The implementation of a good project management strategy is assisted by the implementation of Work Breakdown Structure by companies trying to meet the target of completing the conversion of commercial tankers to FSO. The stages of the project from the start, planning, implementation, supervision & control also closing stage will be evaluated to identify the factors that cause project delays as lessons learned that can be used in similar projects in the future. As the evaluation results, it is known that the Man factor is the most cause of project delays, so there needs to be an improvement in the selection of the team and the contractors whose involved in the completion of the next project.
