Tipologi Sinkronisasi Antara Rencana Pembangunan Jangka Menengah Daerah Dengan Masterplan Smart City (Kasus: 16 Kabupaten/Kota di Provinsi Jawa Tengah dan Daerah Istimewa Yogyakarta)

Masterplan Smart City memiliki peran yang penting dalam pembangunan Smart City di kota/kabupaten karena berfungsi sebagai panduan dalam mengintegrasikan teknologi informasi dan komunikasi ke dalam rencana pembangunan ke depan. Dalam kerangka pembangunan daerah, Rencana Pembangunan Jangka Menengah Daerah (RPJMD) merupakan acuan dasar dalam melaksanakan program-program pemerintah daerah disertai dengan kerangka pendanaan yang bersifat indikatif yang didanai oleh Anggaran Pendapatan dan Belanja Daerah (APBD), sehingga Masterplan Smart City tidak akan bisa dibiayai oleh APBD apabila tidak selaras dan mendukung pencapaian target pada RPJMD. Penelitan ini bertujuan mengidentifikasi tipologi sinkronsasi hierarki proses perencanan antara Rencana Pembangunan Jangka Menengah Daerah dengan Masterplan Smart City dan menjelaskan karakteristik masing-masing tipe tersebut. Penelitian ini menggunakan pendekatan induktif kualitatif dengan mengkontruksi teori melalui analisis tipologi dengan cara mengidentifikasi hubungan hierarki proses perencanan antara RPJMD dengan Masterplan Smart City pada setiap kabupaten/kota yang diteliti untuk selanjutnya dikelompokkan berdasarkan tipe atau jenis pada setiap tahapan proses perencanaan yang dilakukan serta menjelaskan karakteristik masing-masing tipe tersebut. Hasil penelitian ini menunjukkan bahwa hubungan antara RPJMD dengan Masterplan Smart City merupakan hubungan terpisah antara dua perencanaan strategis namun masih selaras. Hubungan antara kedua perencanaan tersebut menghasilkan beragam proses perencanaan karena menyangkut berbagai macam sinkronisasi pada setiap tahapan proses perencanaan, sehingga terbentuk empat tipe sinkronisasi hierarki proses perencanan antara Rencana Pembangunan Jangka Menengah Daerah dengan Masterplan Smart City, yaitu sinkronisasi yang dilakukan mulai dari tahap perumusan: (a) Visi, (b) Misi, (c) Sasaran, dan (d) Program dengan masing-masing karakteristiknya.

The Smart City Master Plan has an essential role in the development of Smart City in the city because it serves as a guide in integrating information and communication technology into future development plans. In the framework of regional development, the Local Government Medium-Term Development Plan (RPJMD) is a primary reference in implementing local government programs accompanied by an indicative funding framework that is funded by the local government budget (APBD), so that the APBD will not finance the Smart City Master Plan if it is not aligned and supports the achievement of targets in the RPJMD. This research aims to identify the typology of synchronization of the hierarchy of the planning process between the Local Government Medium-Term Development Plan and the Smart City Master Plan and explain the characteristics of each type. This study uses a qualitative inductive approach by constructing theory through typology analysis by identifying the hierarchical relationship the planning process between the Local Government Medium-Term Development Plan and the Smart City Master Plan in each of the regencies/cities studied for further grouping by type or type at each stage of the planning process carried out and explaining the characteristics of each - that type. The results of this study indicate that the relationship between the Local Government Medium-Term Development Plan and Smart City Master Plan is a separate relationship between the two strategic planning but is still aligned. The relationship between the two plans produces a variety of planning processes because it involves various kinds of synchronization at each stage of the planning process, so that there are four types of synchronization planning process hierarchy between the Local Government Medium-Term Development Plan and the Smart City Master Plan, which is synchronization starting from the formulation stage: (a ) Vision, (b) Mission, (c) Targets, and (d) Program with each of its characteristics.
