Desa telah menjadi unit politik yang penting dalam sistem politik indonesia sejak lahirnya UU No. 06 Tahun 2014 tentang Desa terutama sejak kebijakan alokasi keuangan untuk Desa. Tercatat terdapat 83.447 Desa dan Kelurahan yang tersebar di seluruh Indonesia. Hal penting dari politik di desa yakni terkait pemilihan kepala desa yang berlangsung dalam kurun waktu enam (6) tahun sekali. Tidak selalu proses Pilkades berjalan lancar, namun sering diwarnai dengan kejadian-kejadian atau kondisi yang bersifat menghambat proses jalanya Pilkades tersebut. Salah satunya terjadi di Desa Tegalrejo, Kecamatan Bayat, Kabupaten Klaten, Jawa Tengah. Pemilu yang seharusnya merupakan suatu mekanisme transfer kekuasaan politik secara damai, namun pada nyatanya pemilu itu sendiri yang menjadi sumber konflik di Pilkades Desa Tegalrejo. Oleh karena itu, penelitian ini bertujuan untuk mengetahui aktor, isu, dinamika dan resolusi konflik yang terjadi dalam konflik Pilkades Desa Tegalrejo hingga menyebabkan kegagalan. Untuk menjawab pertanyaan penelitian tentang bagaimana dinamika dan resolusi konflik dalam studi kasus kegagalan Pemilihan Kepala desa serentak gelombang II di Desa Tegalrejo, Bayat, Klaten pada tahun 2019? Peneliti menggunakan teori tentang pemetaan konflik meliputi aktor, faktor penyebab atau sumber, isu-isu yang membersamai konflik utama dan setting konflik. Kemudian, peneliti juga menggunakan teori tahapan dan resolusi konflik dalam membedah proses terjadinya konflik hingga pasca konflik dalam konflik Pilkades Desa Tegalrejo. Untuk mempermudah penelitian, penulis menggunakan metode kualitatif dalam menjabarkan hasil temuan data. Dalam proses pencarian data, penulis menggunakan studi pustaka, observasi dan wawancara. Hasil penelitian ini mendapatkan beberapa kesimpulan dan beberapa refleksi teori. Pertama, dinamika konflik yang terjadi di Desa Tegalrejo sendiri tidak melalui tahapan-tahapan konflik seutuhnya. Terdapat beberapa tahapan konflik yang tidak dilewati dalam tahapan konflik yang terjadi di Desa Tegalrejo, sehingga hal ini membuat adanya modal konflik yang akan berubah menjadi konflik yang lebih besar dari sebelumnya. Kedua, Aturan yang seharusnya menjadi pedoman acuan dalam melaksanakan Pilkades yang lancar dan sukses justru menjadi arena bermain bagi para aktor politik dalam menerapkan beberapa strategi untuk menyiasati celah dalam regulasi yang mengatur jalanya Pilkades Desa Tegalrejo. Ketiga, kerap kali Pemilihan Kepala Desa dijadikan sebagai arena bermain bagi aktor-aktor politik yang paham dan mengerti tentang pertautan kontestasi pemilihan umum. Keempat, proses resolusi konflik yang dilakukan oleh Supradesa tidak menjamin adanya titik temu penyelesaian konflik. Kelima, Pemilu yang seharusnya mekanisme pengelolaan konflik justru menjadi sumber konflik di Pilkades Tegalrejo. Pada Pilkades Desa Tegalrejo hal yang menjadi faktor penentu dalam resolusi konflik adalah peran dari supradesa dan dibuatnya surat keputusan pengunduran diri oleh ketua panitia pelaksana dari kegiatan Pilkades Desa Tegalrejo.

A village has become an important political unit in the Indonesian political system since the establishment of Act No. 06 of 2014 concerning villages especially since the policy of financial allocation for villages. It was noted that there are 83,447 villages all around Indonesia. The important thing of politics in the village is a village head election that is held every six (6) years. The village head election or Pilkades does not always run well. However, it often comes to a condition where the election becomes hampered. As happened in Tegalrejo Village, Bayat Subdistrict, Klaten Regency, Central Java, the elections that should have been a good mechanism for political power substitution turned into a source of conflict in the Pilkades of Tegalrejo Village. Therefore, this study aims to find out the actors, issues, dynamics and conflicts resolution that happen in the conflict of the Pilkades in Tegalrejo Village which causes failure. In order to answer the research question about how are the dynamics and conflict resolution in the failure of simultaneous village head election in Tegalrejo, Bayat, Klaten in 2019? The writer uses theories about conflict mapping including actors, causal factors or sources, issues that lead to the main conflict and conflict settings. Then, the writer also uses the stages of conflict and conflict resolution theories in analyzing the process of conflict emergence to the post-conflict in the Pilkades of Tegalrejo Village. The writer uses the qualitative method in obtaining the data to facilitate the research process. In the process of collecting the data, the writer uses literature study, observation, and interview. The research process obtains several conclusions and reflections on the theory. First, the dynamics of the conflict that happened in Tegalrejo Village did not go through the stages of the conflict completely. There are several stages of the conflict that are not implemented in the stages of the conflict in Tegalrejo Village so that it creates potential oppositions that will turn into a conflict that is greater than before. Second, the rules that should be a reference guide in implementing a successful Pilkades turned into a political playground for political actors in implementing several strategies to get around the gaps in regulations that manage the election of the village head in Tegalrejo Village. Third, the village head election is often used by political actors who understand the affiliation of the election contestation. Fourth, the process of conflict resolution carried out by Supradesa does not ensure the conflict resolution point. Fifth, the election that is supposed to be a conflict management mechanism turned into a source of conflict in the Pilkades of Tegalrejo Village. The breaking points of conflict resolution in the village head election in Tegalrejo Village are the role of the Supradesa and the resignation decree made by the head of the election committee in Tegalrejo Village.
