PERSEPSI BIROKRAT KEHUTANAN TINGKAT TAPAK TERHADAP IMPLEMENTASI KEBIJAKAN HKm DI KABUPATEN GUNUNGKIDUL

Rendahnya implementasi pemanfaatan hasil hutan kayu oleh KTH HKm di Yogyakarta, salah satunya disebabkan oleh perbedaan persepsi dan kepentingan birokrat kehutanan tingkat tapak. Birokrat kehutanan tingkat tapak merupakan birokrat pemerintah yang berhubungan langsung dengan kelompok sasaran kebijakan. Serta sebagai salah satu faktor penentu keberhasilan implementasi kebijakan. Sehingga penelitian ini bertujuan untuk mengetahui persepsi birokrat kehutanan tingkat tapak terhadap implementasi kebijakan HKm di wilayah Gunungkidul. Penelitian ini menggunakan metode studi kasus dengan jumlah 14 key informan yang diperoleh melalui purposive, terdiri dari birokrat Dinas LHK Provinsi Yogyakarta dan petugas lapangan KPH Yogyakarta. Data dianalisis menggunakan software analisis penelitian kualitatif yaitu ATLAS.ti versi 8.1 dan Wordcloud Data Analysis. Melalui tahapan reduksi data, coding, sub-kategorisasi, dan kategorisasi. Hasil penelitian menunjukkan bahwa, persepsi birokrat terhadap substansi kebijakan HKm dinilai belum mengakomodir secara detail tentang mekanisme pemanfaatan hasil hutan kayu. Sedangkan, persepsi birokrat kepada pembuat kebijakan (pemerintah pusat) dianggap belum siap untuk mengimplementasi pemanfaatan hasil hutan kayu tersebut. Mereka menilai kondisi kelompok tani di Gunungkidul ada yang aktif dan pasif. Peran birokrat terhadap kelompok tani yang aktif yaitu melakukan pendampingan selama kegiatan pemanfaatan hasil hutan kayu. Sedangkan, kepada kelompok yang pasif mengajukan pencabutan izin pengelolaan HKm kepada pemerintah pusat. Menurut mereka perubahan dilakukan terhadap substansi kebijakan HKm, meningkatkan koordinasi antara direktorat jendral PSKL dan PHPL. Kementerian LHK harus lebih tegas dan konsisten dalam melaksanakan kebijakan HKm serta mendukung skema kerjasama lain melalui kemitraan KPH dengan pihak ketiga.

The low ratification of the timber forest product utilization is caused by the differences of perception and interest of the forestry street level bureaucrats. The forestry street level bureaucrats are one of the success factors in implementing policies that are directly related to the target group. This study aimed to determine the perceptions of forestry street level bureaucrats on the implementation of HKm policy in Gunungkidul Regency. This research used case study method with 14 key informants using purposive sampling that consisted of bureaucrats from the LHK Office of Yogyakarta, KPH Yogyakarta, and the field officer. Data obtained through in-depth interviews and literature study. Data analysis methods used The Wordcloud Data Analysis and software named ATLAS.ti version and through data reduction, coding, sub-categorization, and categorization. The results showed that, the bureaucrats perception of the HKm policy was not accommodate in details of the the timber forest product utilization yet. Meanwhile, the perception of bureaucrats towards policy makers (the central government) are considered not ready to implement the activities of utilizing the timber forest products. The perception of bureaucrats on the condition of the farmer groups is assessed that there are active and passive farmer group conditions. The role of bureaucrats to active farmer groups is to provide assistance during the activities of utilizing timber forest products. Meanwhile, the role of bureaucrats to passive groups is to propose the revocation of regional management towards the central government. According to them, the changes were made to the substance of the HKm policy, increasing coordination between the directorate general of PSKL and PHPL. The Ministry of Environment and Forestry should be more assertive and consistent in implementing policies, and the other scheme of timber forest product utilization in Yogyakarta is a collaboration scheme with KPH.
