Analisis Pengelolaan Obat Tahap Seleksi dan Pengadaan di RSUD Kelas C Kabupaten Banyuwangi dan Ngawi

Tahap seleksi dan pengadaan merupakan tahap yang penting terhadap persediaan obat dan biaya yang dikeluarkan oleh rumah sakit. Tujuan penelitian ini adalah untuk mengetahui efisiensi dan efektivitas pengelolaan obat tahap seleksi dan pengadaan dan mengetahui pengaruh management support pada pengeloaan obat tahap seleksi dan pengadaan di Instalasi Farmasi RSUD Kelas C Kabupaten Banyuwangi dan Ngawi. Rancangan penelitian deskriptif, pengumpulan data kuantitatif diambil secara retrospektif. pengumpulan data kualitatif untuk melihat gambaran management support dengan teknik wawancara mendalam kepada pihak yang terkait pengelolaan obat tahap seleksi dan pengadaan. Seluruh tahap pengelolaan obat tahap seleksi dan pengadaan diukur efisiensi dan efektivitasnya dengan menggunakan indikator standar pengelolaan obat tahap seleksi dan pengadaan. Hasil penelitian di RSUD Kelas C Kabupaten Banyuwangi dan Ngawi masing masing pada tahap seleksi kesesuaian item yang tersedia dengan fornas 67,86% dan 70,79%, pada tahap perencanaan persentase kesesuaian dengan 10 penyakit terbesar keduanya 100%, ketepatan perencanaan 70,43%+-65,19% dan 76,73%+-52,56%, kesesuaian item yang diminta dengan yang direncanakan121,5% dan 102,5%, kesesuaian jumlah yang diminta dengan yang direncanakan 270,77%+-1027,29% dan 289,51%+-964,82% persentase item obat dan jumlah obat yang diminta dengan yang diterima keduanya 100%, pada tahap pengadaan persentase kecukupan dana 59,44% dan 99,64%, alokasi dana pengadaan obat 14,4% dan 39,10%, frekuensi pangadaan tiap item obat 4,77 dan 10,08 kali per tahun, tertundanya pembayaran 107 hari dan 28 hari. Hasil pengamatan menunjukkan unsur management support mempengaruhi pengelolaan obat tahap seleksi dan pengadaan. Kesimpulan penelitian ini bahwa di RSUD Kelas C Kabupaten Banyuwangi dan Ngawi tahap seleksi belum efektif dan efisien, tahap perencanaan belum efektif, tahap pengadaan belum efisien. Rekomendasi untuk RSUD Kelas C Kabupaten Banyuwangi dan Ngawi perlu pengoptimalan TFT, memantapkan sistem perencanaan, pemenuhan kecukupan dana pengadaan obat, penerapan SIM yang terintegrasi dengan unit lainnya

The selection and procurement stage is an important stage of drug supply and cost incurred by the hospital. the purpose of this study was to determine the efficiency and effectiveness of drug management of selection and procurement stages and determine the effect of management support on the drug management of selection and procurement stages in the Pharmacy Departement of Class C Hospital Banyuwangi and Ngawi Regencies. Descriptive research design, quantitative data collection was taken retrospectively. Qualitative data collection to see the description of management support with in-depth interview technique to the parties involved in the drug management of selection and procurement stages. All drug management stages of the selection and procurement phase are measured for efficiency and effectiveness by using standard indicators of drug management for the selection and procurement phase. The resultof of study in the Class C Hospital of Banyuwangi and Ngawi Regency respectively at the selection stage of suitability of available items with National Forum 67,86% and 70,79%, at the planning stage the percentage of conformity with the 10 biggest diseases are both 100%, planning accuracy 70,43%+-65,19% and 76,74%+-52,56%, the suitability of the requested item with the planned 121,5% and 102,5%, the suitability of the requested quantity with the planned 270%+-1027,29% and 289%+-964,82%, the percentage of items and the number of drug requested with those received both 100%, at the stage of procurement the perentage of funds sufficiency is 59, 44% and 99,64%, the allocation of procurement funds is 14,4% and 39,10%, the frecuency of procurement of each drug item is 4.77 and 10.08 times per year, payment is delayed 107 days and 28 days. The observations show that the element of management support influences the management of drug selection and procurement stages. The conclussion of the research is that in Class C Hospital of Banyuwangi and Ngawi Regency the selection stage is not yet effective and efficient, the planning stages is not yet effective, the procurement stage is not efficient. Recommendations for Class C Hospital Banyuwangi and Ngawi Regency need to optimize TFT, strengthen the planning system, fulfill the adequacy of drug procurement funds, the application of management information system integrated driving license with other units.
