Community Tourism Collaborative Governance (CTCG) dalam Pengembangan Pariwisata di Desa Maron Kecamatan Garung Kabupaten Wonosobo

Konsep Collaborative Governance banyak digunakan di berbagai sektor pemerintahan baik pusat maupun daerah guna memaksimalkan pelayanan kepada masyarakat serta mengatasi permasalahan di sektor pemerintah. Pada sektor pariwisata misalnya, konsep tata kelola kolaborasi dinilai mampu menyelesaikan bebagai permasalahan yang ada. Hal ini dikarenakan sifat dari industri pariwisata yang dinamis sejalan dengan konsep yang dimiliki oleh pihak swasta yang menjadi mitra dari pemerintah dalam tata kelola kolaborasi. Di Desa Maron Kecamatan Garung sudah menerapkan konsep Community Tourism Collaborative Governance (CTCG) serta mempunyai dampak sosial ekonomi bagi masyarakat, namun dalam penerapannya masih terdapat permasalah seperti kurang merata peran dari masing- masing stakeholder. Pada penelitian ini bertujuan mengetahui dan menganalisis hal-hal apa saja yang menjadikan tidak meratanya Community Tourism Collaboearive Governance (CTCG) di Desa Maron. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif yang memahami secara mendalam tentang obyek yang diteliti. Data yang diperoleh dalam penelitian ini adalah data primer dan sekunder yang diperoleh dari wawancara mendalam serta Focus Group Discussion (FGD) dengan berbagai stakeholder yang terlibat dalam Community Tourism Collaborative Governance (CTCG).Hasil penelitian menunjukan bahwa yang menyebabkan tidak meratanya Community Tourism Collaborative Governance (CTCG) di Desa Maron adalah masih adanya tarik ulur kepentingan baik dari lembaga pemerintah maupun masyarakat pada salah satu obyek wisata Telaga Menjer. Selain itu kompetensi sumber daya manusia yang dimiliki juga menyebabkan kurang meratanya penerapan tata kelola kolaborasi. Penemuan dalam penelitian menunjukan keterlibatan stakeholder dari pemerintah, swasta dan masyarakat sudah terpenuhi namun ketimpangan kompetensi yang menjadikan masih bergantung pada beberapa stakeholder.

The concept of Collaborative Government is used in various sectors of government both central and regional in order to maximize services and solving problems in the government sector. In the tourism sector, for example, the concept of collaborative governance is considered able to solve various problems. This is due to the dynamic nature of the tourism industry in line with the concept owned by the private sector which become a partner of the government in collaborative governance. In Maron Village, Garung District, has implemented the concept of Community Tourism Collaborative Governance (CTCG) and has socio-economic impacts for the community, but there are still problems in this application such as the unequal role of each stakeholder. This study aims to find out and to analyze what are the causes of the unequal Community Tourism Collaborative Governance (CTCG) in Maron Village. The research method is qualitative with a descriptive approach that understands deeply about the object under study. The Data obtained in this study are primary and secondary data obtained from in-depth interviews and Focus Group Discussion (FGD) with various stakeholders involved in Community Tourism Collaborative Governance (CTCG). The results show that the causes of the unequal Community Tourism Collaborative Governance (CTCG) in Maron Village is that there was still a tug of interest both from government agencies and the community in one of the Menjer Lake tourism objects. In addition, the competency of the human resources also caused the unequal implementation of collaborative governance. The findings in the research show that the involvement of stakeholders from the government, private sector and the community has been fulfilled, but the inequality of competencies that still depends on several stakeholders.
