Mobilizing Philanthropic Fund for Fulfilling the Coverage Gap: a Study of Gerakan Nasional Lingkaran in BPJS Ketenagakerjaan

Mengikuti mandat Undang-Undang Nomor 40 Tahun 2004 tentang Sistem Jaminan Sosial Nasional (SJSN), semua orang Indonesia berhak atas perlindungan jaminan sosial. Namun, masih ada kesenjangan cakupan di mana banyak pekerja informal tidak mendapatkan jaminan sosial ketenagakerjaan, salah satunya adalah pekerja rentan. Tesis ini meneliti program inovasi BPJS Ketenagakerjaan yang disebut GN Lingkaran, yang memobilisasi dana filantropis dalam bentuk program jaminan sosial ketenagakerjaan. Pendekatan studi ini menggunakan studi pustaka termasuk sumber-sumber yang relevan seperti dokumen BPJS Ketenagakerjaan dan peraturan pemerintah, dan untuk mendukung analisis ada wawancara dengan karyawan BPJS Ketenagakerjaan dan pekerja rentan yang telah mendapatkan manfaat dari program BPJS Ketenagakerjaan. Studi ini menemukan bahwa GN Lingkaran memberikan dana filantropis melalui dua metode yaitu CSR dan crowdfunding; dan implementasi GN Lingkaran adalah strategi positif untuk menjangkau pekerja yang rentan. Meskipun demikian, program ini tidak memberikan hasil positif dari keberlanjutan keanggotaan secara mandiri.

Following the mandate of Law Number 40 of 2004 concerning the National Social Security System (SJSN), all Indonesians are entitled to social security protection. However, there is still a coverage gap where many informal workers do not get employment social security, one of them is vulnerable workers. This thesis examined the innovative program of BPJS Ketenagakerjaan called GN Lingkaran that mobilizes philanthropic funds in the form of coverage programs of employment social security. This study approach used a desk study including relevant sources such as BPJS Ketenagakerjaan documents and government regulations, and to support the analysis there were interviews with the BPJS Ketenagakerjaan officers and the benefited vulnerable workers. This study found that GN Lingkaran delivers the philanthropic funds through two methods which are CSR and crowdfunding; and the implementation of GN Lingkaran is a positive strategy to reach the vulnerable workers. Nonetheless, this program did not give positive result of its sustainability membership.
