Kajian Potensi Sumber Daya Air Guna Pemenuhan Kebutuhan Air Bersih Wilayah Terdampak Mega Proyek Yogyakarta International Airport (YIA)

Pembangunan Yogyakarta International Airport di Kabupaten Kulon Progo telah resmi dimulai pada tahun 2017. Pemindahan lokasi bandara diperlukan karena Bandara Adisutjipto sudah tidak mampu mengakomodir kebutuhan penerbangan di Provinsi DIY. Pembangunan Bandara YIA (Yogyakarta International Airport) di Kabupaten Kulon Progo berpotensi besar mendorong perkembangan wilayah dalam aspek ekonomi, sosial dan budaya wilayah sekitarnya. Terjadinya perkembangan wilayah sebagai efek pembangunan Bandara YIA, maka kebutuhan air bersih akan meningkat. Data yang digunakan dalam penelitian ini yaitu data sekunder yang didapatkan dari BBWS Serayu Opak dan Angkasa Pura I, sedangkan data primer didapatkan dari survei kuesioner pada penduduk wilayah terdampak Bandara YIA radius 10 km meliputi 28 desa. Jumlah Sampel yang digunakan 350 responden dari total populasi penduduk terdampak Bandara YIA berjumlah 88.912 jiwa. Hasil perhitungan kebutuhan air didapatkan total volume kebutuhan air untuk wilayah terdampak YIA sebesar 0,713 m3/dt. Pemenuhan kebutuhan air wilayah terdampak YIA dapat dicukupi melalui Sungai Progo dengan ketersediaan air pada kondisi kritis 5,001 m3/dt. Sungai Bogowonto dan Sungai Serang dengan ketersediaan air masing - masing pada kondisi kritis -2,636 m3/dt dan -0,707 m3/dt tidak layak dijadikan sumber air baku karena terjadi defisit ketersediaan air di sungai. Merujuk pada baku mutu kelas I PP no 82 tahun 2001 ditunjukkan bahwa kualitas air ketiga sungai untuk parameter besi dan phospat tidak memenuhi baku mutu, sehingga perlu dilakukan pengolahan terlebih dahulu apabila akan digunakan untuk pemenuhan kebutuhan air bersih.

The construction of Yogyakarta International Airport in Kulon Progo has officially begun in the year 2017. Airport transfer is required because Adisutjipto airport has no ability to accommodate flight needs in the province of DIY. The development of YIA Airport (Yogyakarta International Airport) in Kulon Progo Regency is potentially encouraging the development of the region in the economic, social and cultural aspects of the surrounding region. The occurrence of regional development as the effect of development of YIA airport, the need for clean water increased. The data used in this research is the secondary data obtained from BBWS Serayu Opak and Angkasa Pura I, while the primary data obtained from questionnaire surveys on the inhabitants of the area affected by YIA Airport from radius of 10 km covering 28 villages. The number of samples used was 350 respondents of the total population affected by YIA airport amounted to 88,912 inhabitants. The results of the calculation of water demand obtained the total volume of water needs for the YIA affected area are 0,713 m3/sec. Fulfilling the water needs of the affected area of YIA can be covered through the Progo River with water availability at a critical condition of 5,001 m3/sec. Bogowonto River and the Serang River with the availability of water each in critical condition -2,636 m3/sec and -0,707 m3/sec are not feasible to be a source of raw water because it is deficit of water availability in river. Referring to the quality standard of Class I PP No 82 year 2001 indicated that the water quality of the Three Rivers for iron and Phospat parameters does not meet the quality standards, so it needs to be treated first if it will be used to meet the needs of clean water.
