INTERAKSI ANTARA CENTRAL BANK INDEPENDENCE DENGAN INFLASI DI INDONESIA PERIODE 1983-2017

Penelitian ini menganalisis interaksi antara Central Bank Independence (CBI) dan inflasi dengan mempertimbangkan adanya hubungan simultanitas. Kemudian mengaitkan dengan adanya pengambilan kebjakan yang sifatnya time consistent yaitu saat Bank Indonesia (BI) menjadi independen serta menginvestigasi ada atau tidaknya tekanan politik yang mempengaruhi target BI melalui era pemerintahan setiap presiden yang menjabat setelah era reformasi. Penelitian ini mengobservasi Indonesia selama periode 1983-2017. Metode estimasi yang digunakan dalam penelitian ini adalah VECM dengan system equation bivariate. Hasil estimasi menunjukkan adanya perubahan independensi Bank Indonesia setelah periode 1999 yang mencerminkan bahwa kebijakan yang time consistent mampu memicu penurunan tingkat inflasi. Pada masa pemerintahan di era reformasi ditemukan adanya peningkatan inflasi yang juga disebabkan oleh krisis ekonomi tahun 1998. Pada masa pemerintahan Abdurrahman Wahid hingga Joko Widodo terdapat peningkatan CBI. Selain itu, terdapat temuan bahwa Opportunistic Political Cycle mampu menurunkan independensi.

This study analyzed the interaction between Central Bank Independence (CBI) and inflation by considering simultaneity. Then associated the existence of time consistency policy when the Bank Indonesia (BI) began independent and investigated the presence or absence of political pressure that can be seen from the reign of every president who served in the reformation era. This study observed Indonesia during 1983-2017. The estimate will be done with the VECM bivariate system equation. The estimated results indicated that the changes in Bank Indonesia's independence after 1999 which reflects the time consistency policy is able to trigger a decrease in inflation. In the transition period of the new order to the reformation era has gained an increase in inflation which was also triggered by the economic crisis of 1998. During the reign of the President Abdurrahman Wahid until Joko Widodo there was an increase in CBI. It means that after the independency mandate 1999, there is a tendency to increase the BI commitment to stay on policy target. There is a decline of CBI during the Opportunistic Political Business Cycle.
