Upaya Peningkatan Penerimaan Retribusi Daerah pada Pangkalan Pendaratan Ikan Muara Sungai Baturusa

Penelitian ini secara umum bertujuan untuk mengetahui potensi, mengidentifikasi sarana dan prasarana yang belum tersedia, serta mengetahui kendala yang menghambat pendapatan Retribusi Daerah pada PPI Muara Sungai Baturusa dan solusi untuk mengatasinya. Teknik pengumpulan data dalam penelitian ini menggunakan teknik wawancara, kuesioner, dan observasi. Jumlah responden pada kuesioner sebanyak 50 responden yang terdiri dari 45 responden sebagai pengguna jasa PPI Muara Sungai Baturusa dan 5 responden aparat pemerintahan. Penelitian ini menggunakan alat analisis berupa Strengths, Weaknesses, Opportunities, and Threats (SWOT). Hasil penelitian diperoleh estimasi potensi Retribusi Daerah pada PPI Muara Sungai Baturusa yang jika dioptimalkan adalah sebesar Rp19.630.000 per bulan, atau sebesar Rp235.560.000 per tahun. Sarana dan prasarana yang belum tersedia untuk optimalisasi pendapatan Retribusi Daerah pada PPI Muara Sungai Baturusa antara lain seperti docking kapal, bengkel kapal, ice storage, cool room, penanganan air bersih, marka/rambu-rambu jalan di dalam kawasan PPI, papan informasi, talud (penahan tanah dari pengaruh abrasi), saluran drainase, dan bak peresapan limbah. Sarana dan prasarana tersebut nantinya bisa dijadikan sebagai objek Retribusi Daerah dan income lainnya yang sebagaimana belum diatur dalam Peraturan Daerah Pemerintah Provinsi Kepulauan Bangka Belitung Nomor 4 Tahun 2018 tentang Retribusi Jasa Usaha. Kendala utama yang menghambat pendapatan Retribusi Daerah pada PPI Muara Sungai Baturusa yaitu belum selesainya proses serah terima dikarenakan masih dalam proses perumusan berita acara serah terima dari Pemerintah Kota Pangkalpinang ke Pemerintah Provinsi Kepulauan Bangka Belitung. Pemerintah Provinsi Kepulauan Bangka Belitung harus segera menyelesaikan proses serah terima tersebut. Selain itu, perlu adanya peningkatan sarana dan prasarana serta kebijakan pemerintah daerah yang mengimbau dan mampu mengarahkan kapal-kapal yang beroperasi di sekitar kawasan PPI Muara Sungai Baturusa agar hanya mau bersandar ke dermaga Pangkalan Pendaratan Ikan Muara Sungai Baturusa.

This research is generally aimed at knowing the potential, identifying facilities, and infrastructures that are not yet available, as well as knowing the constraints that impede the revenues of regional retribution at the PPI of Muara Sungai Baturusa and solutions to overcome them. The data collection techniques in this study used interview techniques, questionnaires, and observations. The number of respondents in the questionnaire was 50 respondents consisting of 45 respondents as a user of the service PPI Muara Sungai Baturusa and 5 respondents of government personnel. The research uses Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis tools. The results of the research obtained the potential of regional retribution at the PPI of Muara Sungai Baturusa which if optimized is Rp 19.630.000 per month, or Rp 235.560.000 per year. Facilities and infrastructures that are not yet available for the optimization of regional retribution income at the PPI of Muara Sungai Baturusa such as ship docking, ship workshops, ice storage, cool room, clean water handling, markers/road signs within the PPI area, information boards, talud (abrasion-resistant), drainage channels, and wastewater. Such facilities and infrastructure can be used as the object of regional retribution and other income that is not regulated in the provincial government regulation of Bangka Belitung Islands number 4, 2018 on business Services Levy. The main obstacle that inhibits the income of regional retribution at the PPI of Muara Sungai Baturusa is not completed the handover process because it is still in the process of submitting the news ceremony from Pangkalpinang city government to the provincial government Bangka Belitung Islands. The provincial government of Bangka Belitung Islands must promptly complete the handover process. In addition, it is necessary to improve the facilities and infrastructures and policies of local governments who urge and able to steer the vessels operating around the PPI area of Muara Sungai Baturusa to only rely on the landing base pier Fish of Muara Sungai Baturusa.
