EXPLAINING INDONESIA E-PARTICIPATION VARIATION AND HOW TO IMPROVE IT

Penelitian ini fokus kepada pemanfaatan e-participation (penggunaan tekhnologi informasi ICT dalam merangkul masyarakat di dalam proses pembuatan kebijakan) pada kabupaten kota tingkat dua di Indonesia. Tujuan dari penelitian ini (1) mengukur level e-participation di tingkat kabupaten kota menggunakan metode pengukuran yang berasal dari UN, dan (2) menguji variasi seberapa jauh implementasi e-participation di Indonesia. Penemuan utama dari penulisan ini adalah (1) kabupaten kota cenderung memanfaatkan ICT pada level penyedia informasi dibandingkan level lainya. (2) beberapa kabupten kota menyediakan e-participation dalam proses pembuatan keputusan, tapi terbatas pada agenda setting dan monitoring; (3) dan populasi dari kabupaten kota merupakan faktor utama dalam menjelasakan variasi implementasi e-participation di kabupaten kota.

This paper focuses on e-participation - the use of Information Communication Technologies (ICTs) in engaging citizens in various stages of policy-making - in municipalities (regencies and cities) in Indonesia. The paper seeks to (1) measure the level of e-participation at municipality-level using a measurement by the United Nations, and (2) examine variations across space in the extent to which municipalities are engaged in e-participation. Our major findings include: (1) overall, municipalities tend to utilize ICTs in providing information but not as much in other stages of policy-making; (2) some municipalities do provide e-participation opportunities in decision-making processes, but that is limited to agenda setting and monitoring processes; (3) and the population size of the municipality is the most important factor in explaining the spatial variation in the degree of e-participation.
