Efektivitas Program Pengembangan UKM Pesisir di Kecamatan Sepulu oleh Corporate Social Responsibility (CSR) Pertamina Hulu Energi West Madura Offshore

Konsep 3P yang dikemukakan oleh John Elkington pada 1997 menjelaskan bahwa selain mengejar keuntungan ekonomi (profit), agar keberlanjutan perusahaan terjadi maka perlu dibarengi dengan peningkatan kesejahteraan masyarakat (people) dan turut melestarikan lingkungan (planet). Di Indonesia, kewajiban mengenai pelaksanaan Corporate Social Responsibility (CSR) sudah diatur Undang – undang Nomor 40 Tahun 2007 Pasal 74, yang mana CSR sebagai bentuk tanggung jawab sosial dan lingkungan perusahaan, wajib dilaksanakan oleh perusahaan yang bergerak dalam eksplorasi sumber daya alam. Pertamina Hulu Energi West Madura Offshore (PHE WMO), perusahaan yang bergerak dalam eksplorasi minyak dan gas bumi sejak tahun 2013 sudah memiliki komitmen CSR berbentuk kebijakan pengembangan masyarakat. Terdapat lima fokus program pengembangan masyarakat PHE WMO, antara lain pendidikan, pemberdayaan ekonomi masyarakat, pelestarian lingkungan hidup, kesehatan dan pemberdayaan perempuan. Salah satu bentuk nyata pemberydayaan ekonomi masyarakat adalah dengan adanya Program Pengembangan UKM Pesisir di Kecamatan Sepulu. Karya ini merupakan hasil penelitian yang dilakukan oleh penulis dalam kegiatan magang di Pertamina Hulu Energi West Madura Offshore (PHE WMO) khususnya ditempatkan pada tim CSR PHE WMO. Informan dalam penelitian ini adalah perusahaan, penerima manfaat (masyarakat) dan pemerintah. Sedangkan metode pengambilan data yang dilakukan dalam penelitian ini adalah wawancara, observasi, diskusi, dokumen perusahaan, dokumentasi maupun studi literature. Selama magang berlangsung, penulis juga berupaya untuk memahami bagaimana fenomena terkait pemberdayaan ekonomi yang dilakukan oleh PHE WMO, khususnya pada UKM Pesisir di Kecamatan Sepulu yakni UKM Labuhan dan UKM Pranspul. Untuk menganalisis fenomena bagaimana efektivitas program tersebut, penulis menggunakan beberapa konsep, antara lain konsep pemberdayaan masyarakat, pemberdayaan masyarakat pesisir, UMKM, Efektivitas dan Konsep Evaluasi CIPP. Hasil dari penelitian yang dilakukan, penulis menemukan bahwa Program Pengembangan UKM Pesisir di Kecamatan Sepulu ini kurang efektif. Perencanaan yang dilakukan dalam program masih dilakukan secara elitis, sumber daya manusia UKM berbasis pada keluarga sehingga terkesan seperti bisnis keluarga. Penambahan kapasitas seperti pelatihan manajemen keuangan pun juga belum optimal dan menjadi sebatas pemahaman oleh UKM karena kurang pendampingan lebih lanjut. Selanjutnya dari segi peningkatan produktivitas, perluasan pasar dan inovasi produk pun belum begitu terdampak setelah mendapatkan program tersebut.

In Indonesia, the obligation on the implementation of Corporate Social Responsibility (CSR) is regulated by Law No. 40 year 2007, article 74, which is CSR as a form of social and environmental responsibility of the company, must be implemented by the company Engaged in natural resource exploration. Pertamina Hulu Energi West Madura Offshore (PHE WMO), a company engaged in the exploration of oil and gas since 2013 already has a commitment to CSR in the form of community development policy. There are five focuses of PHE WMO community development programs, such as education, community economic empowerment, environmental preservation, health and women empowerment. One of the real forms of Community economic empowerment is by the coastal SME development Program in Sepulu sub-district. This work is the result of research conducted by the author in the internship at Pertamina Hulu Energi West Madura Offshore (PHE WMO), specifically placed on the PHE WMO CSR team. The informant in this study is the company, beneficiaries (the public) and the government. While the method of retrieval of data conducted in this research is interviews, observations, discussions, company documents, documentation and literature studies. During the internship, the authors also sought to understand how the phenomenon related to economic empowerment conducted by PHE WMO, especially in the coastal SMES in Sepulu sub-district namely Labuhan UKM and the UKM Pranspul. To analyse the phenomenon of how effectiveness of the program, the authors use several concepts, such as the concept of community empowerment, coastal Community empowerment, SMES, effectiveness and concepts of the CIPP evaluation. The results of the research conducted, the authors found that the coastal SME development Program in Sepulu subdistrict is less effective. The planning done in the program is still done elitis, the human resources of SMES based on the family so it is impressed like the family business. The addition of capacity such as financial management training is also not optimal and become limited to understanding by SMES due to lack of further mentoring. Furthermore, in terms of increased productivity, market expansion and product innovation were not yet affected after obtaining the program.
