KONTRIBUSI OFFICIAL DEVELOPMENT ASSISTANCE (ODA) JEPANG TERHADAP PROSES PERDAMAIAN DI MINDANAO - FILIPINA

Skripsi ini membahas tentang hubungan kerjasama politik antara Jepang dan Filipina terkait kepentingan pemberian official development assistance (ODA) oleh Jepang kepada Filipina dalam proses perdamaian di daerah konflik Mindanao. Menggunakan konsep after violence: 3R, three-component balancing of Japan’s ODA goals, dan japanese international peace cooperation; skripsi ini menganalisis bagaimana Jepang terlibat dalam proses pemulihan pasca konflik Mindanao dengan menjunjung tinggi nilai-nilai tradisional negaranya. Metode pengumpulan data yang digunakan dalam penelitian ini adalah desk study melalui penelusuran referensi yang relevan dengan topik yang dibahas. Dari penelitian yang dilakukan ditemukan bahwa kontribusi yang diberikan Jepang melalui ODA terhadap proses perdamaian di wilayah konflik Mindanao – Filipina sebagai upaya untuk berkontribusi terhadap perdamaian dunia diberikan dalam berbagai bentuk, yakni software air, hardware aid, large scale project dan masih banyak lagi. Bentuk-bentuk kontribusi ODA Jepang terhadap perdamaian di Mindanao yang dilakukan dengan mengintegrasikan nilai-nilai tradisional impelementasi ODA tersebut dengan nilai-nilai konvensional memberikan kemajuan yang besar dalam proses bina damai di wilayah Mindanao Filipina. Hasil dari implementasi berbagai program yang dilaksanakan bersama-sama secara paralel antara upaya rekonstruksi, rekonsiliasi hingga resolusi konflik Mindanao oleh Jepang telah mampu menghapuskan hambatan-hambatan perdamaian secara bertahap di Mindanao hingga mampu mengantarkan Mindanao pada tahap transisi pemerintahan yang baru.

The study discusses the political cooperation between Japan and The Philippines related to the interest of providing official development assistance (ODA) by Japan to the Philippines regarding the peace process in the conflict-affected area of Mindanao. Using the concept of after violence: 3R, three-component balancing of Japan's ODA goals, and Japanese international peace cooperation; the study analyzes how Japan was involved in the post-conflict recovery of Mindanao by upholding the traditional values of the country. The data collection method used in this study is a desk study through references that are relevant to the topics discussed. It was found that the contribution made by Japan through ODA to the peace process in the conflict-affected area of Mindanao as an effort to contribute to the world peace was given in various forms, namely software aid, hardware aid, large scale projects, etc. The forms of Japan's ODA contribution to peace in Mindanao that is carried out by integrating the traditional values of ODA implementation with conventional values make great progress in the process of peacebuilding in Mindanao. The results of the various implementation programs carried out in the parallel between the reconstruction, reconciliation to the resolution efforts of the Mindanao conflict by Japan have been able to gradually remove the obstacles of peace in Mindanao and be able to deliver Mindanao to a new stage of government transition.
