EVALUASI DAN KAJIAN SPASIAL RENCANA ZONASI WILAYAH PESISIR DAN PULAU-PULAU KECIL (RZWP-3-K) D.I. YOGYAKARTA SERTA PENYELARASANNYA DALAM MENDUKUNG KEBIJAKAN SATU PETA

Daerah Istimewa Yogyakarta memiliki kawasan pesisir yang mengandung banyak sekali potensi ekonomi dari berbagai sektor, permasalahan, dan kompleksitas dari kegiatan pemanfaatan ruang di wilayah pesisir dan pulau-pulau kecil. Hal tersebut mendorong Pemerintah Daerah Istimewa Yogyakarta untuk mengeluarkan Peraturan Daerah Nomor 9 Tahun 2018 tentang Rencana Zonasi Wilayah Pesisir dan Pulau-Pulau Kecil (RZWP-3-K) tahun 2018 hingga 2038 yang bertujuan untuk mengelola wilayah pesisir secara terpadu guna mensejahterakan masyarakat. Namun, Rencana Zonasi Wilayah Pesisir dan Pulau-Pulau Kecil (RZWP-3-K) Daerah Istimewa Yogyakarta ini belum diintegrasikan ke dalam kebijakan satu peta sesuai dengan amanah dari Peraturan Presiden Nomor 9 Tahun 2016. Kegiatan aplikatif ini bertujuan untuk mengintegrasikan RZWP-3-K Daerah Istimewa Yogyakarta ke dalam kebijakan satu peta, mengetahui perbandingan luas area alokasi ruang laut, dan analisis kesesuaian rencana alokasi ruang dengan pemanfaatan yang telah ada. Kegiatan aplikatif ini menggunakan data garis pantai pada tahun 2013 dan 2018, Citra Satelit Resolusi Tinggi (CSRT) wilayah pesisir Daerah Istimewa Yogyakarta, RTRW, dan RZWP-3-K Daerah Istimewa Yogyakarta. Adapun tahapan integrasi RZWP-3-K ke dalam kebijakan satu peta dimulai dari proses penyeragaman format dan struktur data atribut. Tahap selanjutnya adalah penyesuaian referensi informasi geospasial dasar dan pengisian formulir metadata RZWP-3-K. Hasil dari proses integrasi ini diperlukan untuk membandingkan perubahan luas alokasi ruang laut sebelum dan sesudah integrasi ke dalam kebijakan satu peta. Selain itu, rencana alokasi ruang yang telah diatur dalam RZWP-3-K akan dilakukan analisis kesesuaian terhadap pemanfaatan yang telah ada. Hasil pertama dari kegiatan aplikatif ini adalah RZWP-3-K Daerah Istimewa Yogyakarta yang telah terintegrasi ke dalam kebijakan satu peta. Hasil ini terdiri dari format struktur dan data atribut yang sudah seragam, referensi informasi geospasial dasar RZWP-3-K yang telah terintegrasi dengan garis pantai RBI 2018, dan formulir metadata RZWP-3-K yang telah terisi sesuai dengan ketentuan di ISO 19115. Hasil kedua dari kegiatan aplikatif ini adalah perubahan luas alokasi ruang laut sebelum dan sesudah proses integrasi ke dalam Kebijakan Satu Peta (KSP) dapat dikatakan serupa fenomena abrasi dan akresi yang besarnya bervariasi di tiap alokasi ruang laut. Hasil ketiga dari kegiatan aplikatif ini adalah hasil analisis kesesesuaian untuk kegiatan pemanfaatan ruang laut yang telah ada dan secara keseluruhan sudah sesuai dengan peraturan pemanfaatan ruang adalah pelabuhan TNI AL/Lanal dan hutan mangrove. Ada pula kegiatan pemanfaatan ruang laut yang telah ada, namun tidak secara keseluruhan sudah sesuai dengan peraturan pemanfaatan ruang laut seperti pelabuhan perikanan, titik pengamatan hewan laut dan terumbu karang, wisata pesisir, potensi daerah penangkapan dan ferifikasi perikanan tangkap yang tersebar di sepanjang wilayah pesisir dan pulau-pulau kecil.

Special Region of Yogyakarta has a coastal area that contains a lot of economic potentials from various sectors, problems, and complexity of spatial use activities in coastal areas and small islands. It encourages the Government of Special Region of Yogyakarta to publish Local Regulation 9/2018 about zoning plans for coastal areas and small islands (RZWP-3-K) in 2018-2038 which aims to manage integrated coastal areas for the welfare of society. However, zoning plans for coastal areas and small islands (RZWP-3-K) of the Special Region of Yogyakarta have not been integrated into one map policy according to Presidential Regulation 9/2016 legacy. This applicative activity aims to integrate RZWP-3-K in Special Region of Yogyakarta into one map policy, finding out the comparison of area for sea space allocation and compatibility analysis of space allocation plans with existing use. This applicative activity used shoreline data in 2013 and 2018, high-resolution satellite imagery (CSRT) of coastal areas in the Special Region of Yogyakarta, RTRW, and RZWP-3-K of the Special Region of Yogyakarta. The stages of the integration of RZWP-3-K into one map policy are started from the process of uniforming the format and structure of attribute data. The next step was the adjustment of basic geospatial information reference and fulfillment of the metadata form of RZWP-3-K. The results of this integration process are needed to compare area changes of sea space allocation before and after integration into one map policy. In addition, a spatial allocation plan which has been arranged in RZWP-3-K will be compatible analyzed with existing uses. The first result of this applicative activity is RZWP-3-K of the Special Region of Yogyakarta that has been integrated into one map policy. These results consist of standardized structure and attribute data format, the reference of basic geospatial information of the RZWP-3-K which has been integrated with RBI shoreline in 2018, metadata forms of the RZWP-3-K that have been filled following the provisions of ISO 19115. The second result of this applicative activity is the changes in the area of the sea space allocation before and after the process of integration into the one map policy that can be said to similar to the phenomenon of abrasion and accretion which amount varies in each sea space allocation. The third result of this applicative activity is the result of compatible analysis for the utilization of existing sea space and as a whole is following with the regulation of space utilization such as the port of TNI AL/Lanal and mangrove forests. There are also sea space utilization that already exists, but not as a whole is following with the regulation of sea space utilization such as fishing port, observation points of sea animal and coral reef, coastal tourism, potential fishing areas, and verification of fishing apprehension along the coastal areas and small islands.
