Pengaruh Kebijakan Upah Minimum Provinsi Terhadap Penyerapan Tenaga Kerja Formal dan Informal : Studi Empiris Pulau Jawa

Penetapan kebijakan upah minimum provinsi di Indonesia, khususnya Pulau Jawa, menimbulkan polemik yang mengakibatkan ketidakseimbangan di pasar tenaga kerja. Kenaikan upah setiap tahunnya tidak dapat dirasakan oleh seluruh kelompok masyarakat khususnya pekerja di sektor informal. Terdapat dua tujuan dari penelitian ini. Pertama, yaitu mengkaji adanya pengaruh kebijakan upah terhadap penyerapan tenaga kerja sektor formal dan informal. Kedua, yaitu melakukan analisis pengaruh upah terhadap masing-masing kelompok tenaga kerja dengan karakteristik yang berbeda. Penelitian ini menggunakan metodologi regresi data panel dengan periode analisis selama tahun 2008 hingga 2017. Hasil temuan dalam penelitian ini menunjukkan bahwa kenaikan upah minimum provinsi mampu meningkatkan penyerapan tenaga kerja formal, di sisi lain menurunkan kesempatan kerja sektor informal. Lebih lanjut, ditemukan hasil bahwa kenaikan upah minimum mampu memberikan pengaruh yang bervariasi terhadap masing-masing kelompok tenaga kerja. Penyerapan kelompok tenaga kerja pria dan kelompok tenaga kerja dewasa akan menurun ketika upah minimum mengalami peningkatan. Sedangkan, upah minimum berpengaruh positif terhadap kelompok tenaga kerja muda dan kelompok tenaga kerja wanita. Perlunya perhatian khusus dari pemerintah dalam penetapan komponen upah dan pengawasan sistem upah yang berlaku mampu mendorong kesejahteraan masyarakat khususnya dalam sektor ketenagakerjaan.

The determination of the provincial minimum wage policy in Indonesia, especially Java, causes polemic which resulted disequilibrium in the labor market. The increase in wages annually cannot be felt by the entire community, especially in the informal sector workers. There are two objectives of this thesis. First is to examines the representation of wage policies towards the labor absorption of formal and informal sectors. The second is to analyze the influence of wages on each workforce group with different characteristics. This study used a panel data regression with analysis periods from 2008 to 2017. The findings in this study showed that the increase in provincial minimum wage was able to increase the absorption of formal labor, but lower the informal labor sector opportunities. Furthermore, the results were found that the minimum wage increase was able to provide a varied influence in each group of workers. The absorption of men's labour groups and adult labour groups will decline when the minimum wage has increased. Meanwhile, minimum wages have positive effect on young labour groups and women labour groups. Governments need to pay special attention to the determination of the wage components that apply to be able to encourage community welfare and worker productivity, especially in the labor sector.
