COOPERATIVE GOVERNANCE: EVALUASI TATA KELOLA PADA KOPERASI SIMPAN PINJAM CU SANDYA SWADAYA

Tuntutan penerapan tata kelola yang baik timbul untuk diterapkan oleh berbagai organisasi, salah satunya adalah koperasi. Namun penerapan tata kelola koperasi di Indonesia tertahan dengan adanya permasalahan pada level yuridis dan level empiris yang menyebabkan minimnya perkembangan koperasi. Penelitian ini dilakukan untuk mengevaluasi penerapan tata kelola koperasi pada KSP CU Sandya Swadaya. Penelitian bersifat kualitatif deskriptif. Data primer diperoleh dengan menggunakan metode wawancara mendalam bersama beberapa narasumber yang dapat mewakili koperasi. Data sekunder diperoleh dari AD/ART, Laporan Pelaksanaan RAT, Laporan Keuangan, dan dokumen lainnya. Instrumen penelitian yang digunakan adalah Guidelines for Good Practice of Financial Cooperative Governance yang diterbitkan oleh Bank Sentral Brazil (2008). Hasil penelitian menunjukkan bahwa secara kesuluruhan tata kelola yang diterapkan belum optimal. Sehingga diperlukannya perbaikan dari pihak koperasi untuk menerapkan tata kelola dengan lebih baik dan pihak pemerintah untuk menerbitkan peraturan terbaru.

Various organizations have been demanded to apply the concept of good governance, such as cooperatives. However, the application of cooperative governance in Indonesia has been restrained by problems at the juridical and empirical levels that has caused the lack of cooperative development. This research was conducted to evaluate the application of cooperative governance in the KSP CU Sandya Swadaya. The study method uses a qualitative descriptive approach. Primary data was obtained by using in-depth interviews with several sources who can represent cooperatives. Secondary data were obtained from AD/ART, RAT Implementation Reports, Financial Statement, and other documents. The research instrument used was Guidelines for Good Practice of Financial Cooperative Governance published by the Central Bank of Brazil (2008). The results of the study show that the overall governance applied by the cooperative is not optimal. Thus it needs improvement from the cooperative to apply good governance and government to publish the newest regulation.
