KOMPETISI POLITIK DAN TINGKAT PENYELESAIAN TINDAK LANJUT REKOMENDASI AUDIT

Tindak lanjut hasil rekomendasi menjadi suatu bagian yang tidak terpisahkan pada proses pengauditan laporan keuangan pemerintah daerah. Usaha auditee dan pemangku kepentingan lainnya dalam menindaklanjuti rekomendasi auditor dapat memperkuat efektivitas audit pemerintahan dan membantu dalam mengurangi korupsi di kemudian hari. Penelitian terdahulu menunjukkan faktor yang memengaruhi tingkat penyelesaian tindak lanjut rekomendasi audit dari sudut pandang pemerintah daerah eksekutif maupun dari sudut pandang auditor sebagai lembaga pemeriksa independen. Di sisi lain, penelitian yang menghubungkan peran pengawasan parlemen dalam tindak lanjut rekomendasi audit masih terbatas. Penelitian ini bertujuan untuk menguji pengaruh faktor kompetisi politik yang ditunjukkan dengan komposisi anggota parlemen terhadap tingkat penyelesaian tindak lanjut rekomendasi BPK. Dengan menggunakan sampel data dari 240 Pemerintah kabupaten dan kota di Indonesia, hasil penelitian menunjukkan bahwa komposisi anggota DPRD yang tergabung dalam partai oposisi tidak memengaruhi tingkat penyelesaian tindak lanjut rekomendasi audit. Hal ini menunjukkan bahwa meskipun anggota oposisi dominan dalam parlemen, hal ini belum mampu mendorong pemerintah daerah untuk meningkatkan penyelesaian tindak lanjut rekomendasi audit.

The follow-up of audit recommendations is an inseparable part of the local government financial auditing process. Auditee's and other stakeholders' efforts in following up on the auditor's recommendations can strengthen the effectiveness of government audits and assist reducing corruption in the future. Previous research shows several factors that influence the settlement level of follow-up audit recommendations from the perspective of the local government's executive as well as from the perspective of the auditor as an independent audit agency. On the other hand, research that links the role of parliamentary oversight in following up on audit recommendations is still limited. This study aims to examine the influence of political competition factors as indicated by the composition of DPRD on the settlement level of BPK's follow-up recommendations. Using a sample of data from 240 district and city governments in Indonesia, the results showed that the composition of DPRD members who were members of the opposition party did not affect the settlement level of the follow-up audit recommendations. This shows that although members of the opposition are dominant in parliament, they have not been able to encourage the local governments to improve the settlement of the follow-up on audit recommendations.
