Elit dan BUMDEs: Studi Peran & Dorongan Elit dalam Proses Pembentukan BUMDes di Desa Ponggok, Kabupaten Klaten, Jawa Tengah

Tulisan ini membahas bagaimana peran dan dorongan elit dalam proses pembentukan Badan Usaha Milik Desa (BUMDes) Tirta Mandiri di Desa Ponggok, Kabupaten Klaten, Jawa Tengah. Saat ini BUMDes Tirta Mandiri merupakan salah satu BUMDes terbaik di Indonesia dengan pendapatan yang besar dalam skala desa. Dibalik keberhasilan yang dicapai oleh BUMDes Tirta Mandiri tersebut, peneliti tertarik untuk menelaah bagaimana proses pembentukannya dan dampak setelah berdirinya terhadap kehidupan masyarakat desa. Peneliti berasumsi bahwa teran peran dan dorongan elit yang dominan dalam pembentuk BUMDes namun berdampak positif bagi masyarakat. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Dalam membantu penelitian, peneliti menggunakan teori analisis pembentukan kebijakan model elitis dari Thomas R. Dye. Disamping itu didalam menjelaskan proses pembentukannya peneliti menggunakan tiga tahap dalam pembentukan kebijakan publik yakni penyusunan agenda, formulasi kebijakan dan adopsi atau pembuatan kebijakan. Beberapa temuan utama dalam penelitian ini ialah terdapat peran dan dorongan besar dari elit dalam pembuatan kebijakan BUMDes. Peran dan dorongan ini muncul dikarenakan lemahnya partisipasi dari masyarakat karena sifat apatis dari masyarakat dan kesenjangan penerimaan informasi tentang BUMDes. Kondisi membuat elit mengambil peran aktif dalam pembuatan kebijakan. Disamping terdapat beberapa elit yang dominan yakni kepala desa sebagai inisiator pendirian BUMDes, sekretaris desa dan kelompok dari lembaga Badan Pemusyawaratan Desa (BPD). Temuan lainnya ialah peran dan dorongan dari membawa dampak positif bagi perkembangan desa dan masyarakat. Kata Kunci : BUMDes, Elit, dan Perkembangan Desa

Elites and BUMDEs: Study of the Role of Elite & Elites-Driven in the Process of Establishing BUMDes in Ponggok Village, Klaten Regency, Central Java Abstract This paper discusses how the role and elites are driven in the process of forming Tirta Mandiri Village-Owned Enterprises (BUMDes) in Ponggok Village, Klaten Regency, Central Java. Currently BUMDes Tirta Mandiri is one of the best BUMDes in Indonesia with a large income on a village scale. Behind the success achieved by BUMDes Tirta Mandiri, researchers are interested in examining how the process of formation and the impact after its establishment on the lives of rural communities. Researchers assume that the role and drive of the dominant elite in forming the BUMDes but positive impact on the community. This research uses a qualitative approach with a case study method. In assisting the research, researchers used the theory of elitist model policy formation analysis from Thomas R. Dye. Besides that, in explaining the process of its formation, researchers used three stages in the formation of public policy, namely the preparation of the agenda, policy formulation and adoption or policy making. Some of the main findings in this research are there are roles and elites-driven in the policy-making BUMDes. This role and encouragement arises because of the weak participation of the community due to the apathy of the community and the disparity in receiving information about BUMDes..The condition of make elite takes an active role in the policy-making . Besides there are some dominant elites namely the village head as the initiator of the establishment of BUMDes, village secretaries and groups from the Village Consultative Body (BPD). Other findings are the role and drive of bringing a positive impact on the development of villages and communities. Keywords: BUMDes , elite, and the development of village
