Penelitian untuk menjawab pertanyaan mengapa pemekaran di Luwu Raya berlangsung dengan sangat kompleks. Penelitian dilakukan di Luwu Raya Provinsi Sulawesi Selatan. Menggunakan metode kualitatif dengan Teknik pengumpulan data berupaobservasi dan wawancara secara mendalam. Kemudian analisis data dengan mengelaborasi hasil wawancara dan data sekunder berupa laporan resmi pemerintah (BPS). Hasil penelitian menunjukan bahwa dinamika dan kompleksitas pemekaran yang berlangsung di Luwu karena adanya tarik ulur elit politik lokal. Tarik ulur elit berlangsung dalam arena yang sangat terbuka, dengan melibatkan berbagai elit lokal, diantaranya elit politik serta elit birokrasi. Tarik ulur elit lokal pada akhirnya membuat agenda-agenda pemekaran yang secara normative telah ditetapkan harus mangkir dari jadwal semestinya. Temuan lapangan juga mengkonfirmasi, bahwa pemekaran tidak hanya terkendala dalam hal teknis. Sebagaimana yang banyak dilihat dari perspektif administratif, namun dalam perspektif politik ada hal yang lebihdariitu. Penulis melihatnya sebagai persoalan politik lokal. Karena itu, argument utama pada penelitian ini melihat bahwa tarik ulur antara elit politik local menjadi penyebab utama mandetnya proses pemekaran yang berlangsung di Luwu Raya.

Research to answer the question of why territorial splits in Luwu Raya is so complex. The study was conducted in Luwu Raya, South Sulawesi Province. Using qualitative methods with data collection techniques in the form of observation and in-depth interviews. Then analyze the data by elaborating on the results of interviews and secondary data in the form of official government reports (BPS). The results showed that the dynamics and complexity of territorial splits took place in Luwu due to the tug-of-war of the local political elite. Elite tug-of-war takes place in a very open arena, involving various local elites, including political elites and bureaucratic elites. The tug-of-war of the local elite ultimately makes the normative divisions of the agenda have to be determined to be absent from the scheduled schedule. Field findings also confirm that the division is not only constrained in technical terms. As much is seen from an administrative perspective, but in a political perspective there is something more than that. The author sees it as a matter of local politics. Therefore, the main argument in this study is that the tug-of-war between the local political elite is the main cause of the stagnant of the territorial splits process that took place in Luwu Raya.
