EFEKTIVITAS AUDIT SOSIAL PROGRAM KARTU MENUJU SEJAHTERA DALAM PENANGGULANGAN KEMISKINAN DI KOTA YOGYAKARTA

Studi ini mencoba untuk menganalisis bagaimana efektivitas dalam pelaksanaan audit sosial yang dilakukan Perkumpulan Idea pada Program Kartu Menuju Sejahtera di Kota Yogyakarta. Audit sosial ditawarkan sebagai alternatif baru untuk melihat akuntabilitas program yang dinilai dari dampak manfaar yang diberikan oleh program tersebut. Dalam pelaksanaan audit sosial, kelompok masyarakat dan penerima dampak dilibatkan untuk mengidentifikasi dan memberikan penilaian pelaksanaan program KMS di Kota Yogyakarta serta ngawasi tindak lanjut atas laporan audit dan rekomendasinya. Penelitian ini dilakukan bertujuan untuk mengetahui begaimana efektivitas audit sosial yang dilakukan Idea pada program Kartu Menuju sejahtera di Kota Yogyakarta. Metode yang digunakan dalam penelitian adalah metode kualitatif dengan menggunakan dua jenis data, data primer dan data sekunder. Teknik pengumpulan data yang digunankan adalah wawancara mendalam dan studi dokumen dengan pemilihan informan. Teknik analisis data dilakukan melalui reduksi data, display data dan verifikasi data. Hasil penelitian menunjukkan bahwa audit sosial yang dilakukan Idea pada program KMS sudah cukup efektif. Hal ini karena: Pertama, tujuan audit sosial Idea pada program KMS cukup jelas, yaitu menilai dampak program tersebut. Kedua, strategi yang digunakan cukup terarah dan tepat sasaran sesuai dengan misinya. Ketiga, instrumen yang disediakan untuk menganalisis dan merumuskan yang sudah sesuai dengan kebijakan parameter kemiskinan. Keempat, perencanaan audit sosial yang dilakukan Idea cukup matang. Kelima, tersedianya sarana dan prasarana untuk mendukung terlaksananya audit sosial pada program KMS. Keenam, pelaksanaan audit sosial Idea pada program KMS sudah dapat menghasilkan laporan audit dan rekomendasi untuk memperbaiki kinerja program KMS. Ketujuh, masih belum adanya sistem pengawasan tindaklanjut atas laporan dan rekomendasi audit sosial. Penelitian ini merekomendasikan implementasi audit sosial perlu didukung seperangkat regulasi, sehingga penerapan audit sosial lebih bersifat mengikat dan pedoman operasional atau pedoman teknis terkiat.

This study tries to analyze how effectiveness in carrying out social audits conducted by the Idea Association on the Kartu Menuju Sejahtera program in the City of Yogyakarta. Social audits are offered as a new alternative to look at program accountability which is assessed from the beneficial impact provided by the program. In carrying out social audits, community groups and impact recipients are involved to identify and provide an evaluation of the implementation of the KMS program in Yogyakarta City and follow up on the audit report and recommendations. The aim of this research is to find out the effectiveness of the social audit conducted by IDEA Association on the KMS program in the city of Yogyakarta. The method used in this research is a qualitative method using two types of data, primary data and secondary data. Data collection techniques used were in-depth interviews and document studies by selecting informants. Data analysis techniques are done through data reduction, data display and data verification. The results showed that the social audit conducted by IDEA on the KMS program was quite effective. This is because: First, the purpose of the Idea social audit on the KMS program is quite clear, namely assessing the impact of the program. Secondly, the strategy used is quite directed and well targeted in accordance with its mission. Third, the instruments provided to analyze and formulate those that are in accordance with the poverty parameters policy. Fourth, social audit planning conducted by Idea is quite mature. Fifth, the availability of facilities and infrastructure to support the implementation of social audit in the KMS program. Sixth, the implementation of the social audit Idea in the KMS program has been able to produce audit reports and recommendations to improve the performance of the KMS program. Seventh, there is still no follow-up supervision system for social audit reports and recommendations. This study recommends that the implementation of social audits be supported by a set of regulations, so that the application of social audits is more binding and the operational guidelines or technical guidelines are the most effective.
