Fisioterapi merupakan salah satu tenaga kesehatan pada bidang keterapian fisik. Setiap tenaga kesehatan dalam menjalankan praktiknya, harus sesuai dengan standar profesi dan standar pelayanan profesinya. Hal tersebut salah satunya berdasarkan ketentuan pada Pasal 58 dan Pasal 66 Undang-Undang Republik Indonesia Nomor 36 Tahun 2014 Tentang Tenaga Kesehatan. Peraturan Menteri Kesehatan Republik Indonesia Nomor 65 Tahun 2015 Tentang Standar Pelayanan Fisioterapi merupakan salah satu peraturan perundang-undangan yang secara teknis mengatur ketentuan alur pelayanan fisioterapi untuk mewujudkan pelayanan yang aman, efektif dan efisien, yang pada prinsipnya berfokus pada pasien dapat mengakses secara langsung pelayanan fisioterapi ataupun melalui rujukan. Tujuan dari penelitian ini yaitu untuk mengetahui serta mengkaji pelaksanaan implementasi alur pelayanan fisioterapi berdasarkan Peraturan Menteri Kesehatan Nomor 65 Tahun 2015 Tentang Standar Pelayanan Fisioterapi di RSUD Waled dan serta mengkaji faktor-faktor yang mempengaruhi pelaksanaan implementasi tersebut. Jenis penelitian yang digunakan adalah penelitian hukum normatif empiris, dengan teknik purposive sampling untuk penentuan responden dan narasumber. Bahan penelitian berupa data primer dan data sekunder. Data primer diperoleh melalui wawancara tidak terstruktur dengan responden dan narasumber. Data sekunder diperoleh melalui bahan hukum primer, bahan hukum sekunder, dan bahan hukum tersier. Data diperoleh kemudian di analisis menggunakan analisis kualitatif. Berdasarkan hasil penelitian dapat disimpulkan bahwa implementasi alur pelayanan fisioterapi berdasarkan Peraturan Menteri Kesehatan Nomor 65 Tahun 2015 Tentang Standar Pelayanan Fisioterapi di RSUD Waled tidak terlaksana. Standar prosedur operasional pelayanan fisioterapi di RSUD Waled, masih berpedoman pada Keputusan Menteri Kesehatan Republik Indonesia Nomor 378/Menkes/SK/IV/2008 Tentang Pedoman Pelayanan Rehabilitasi Medik Di Rumah Sakit. Fragmentasi dalam sistem kesehatan nasional di tingkat pusat berpengaruh besar dalam pelaksanaan di Daerah, sebagai akibat fragmentasi tersebut, maka terjadi kekeliruan tentang pemahaman konsep pelayanan fisioterapi, di sisi lainnya terdapat kekurangan sumber daya manusia dan kurangnya komunikasi antara fisioterapis dan manajemen RSUD Waled. Faktor-faktor yang mempengaruhi tidak terlaksananya implementasi tersebut, di karenakan kesadaran hukum fisioterapis dan manajemen rumah sakit dalam menyelenggarakan pelayanan fisioterapi di RSUD Waled masih jauh dari yang di harapkan, dengan asumsi bahwa kita tidak boleh menutup mata bahwa memang masih banyak peraturan perundang-undangan pada sistem kesehatan dengan sistem jaminan sosial nasional yang tidak harmonis sehingga muncul fragmentasi.

Physiotherapy is one of the health workers in the field of physical therapeutic. Every health worker in carrying out his practice, must be in accordance with professional standards and professional service standards. This is based on the provisions in Article 58 and Article 66 of the Republic of Indonesia Laws No. 36 Year 2014 Concerning Health Workers. Regulation of the Minister of Health Number 65 Year 2015 Concerning Physiotherapy Service Standards is one of the legislation that technically regulates the flow of physiotherapy services to realize safe, effective and efficient services, which in principle focuses on patients being able to directly access physiotherapy services or through a referral. The purpose of this study is to determine and examine the implementation of the flow of physiotherapy services based on the Regulation of the Minister of Health No. 65 Year 2015 concerning Physiotherapy Service Standards at Regional Public Hospital Waled and to examine the factors that influence the implementation. This type of research is applied law research, with a purposive sampling technique for determining respondents and informants. Research material in the form of primary data and secondary data. Primary data obtained through unstructured interviews with respondents and informants. Secondary data obtained through primary legal materials, secondary legal materials, and tertiary legal materials. The obtained data is analyzed using qualitative analysis. The result of the research concluded that the implementation of the flow of physiotherapy services was not carried out based on the Regulation of the Minister of Health No. 65 Year 2015 Concerning Physiotherapy Service Standards at Regional Public Hospital Waled. Standard operating procedures for physiotherapy services at Waled Hospital are still guided by the Decision of the Minister of Health No 378/Menkes/SK/IV/2008 concerning Guidelines for Medical Rehabilitation Services at Hospitals. Fragmentation in the national health system at the central level has a big influence on implementation in the regions, as a result of the fragmentation, there is a mistake about understanding the concept of physiotherapy services, on the other hand there is a lack of human resources and lack of communication between physiotherapists and management of Regional Public Hospital Waled. The factors that influence the implementation are not implemented, due to legal awareness of physiotherapists and hospital management in carrying out physiotherapy services at Regional Public Hospital Waled are still far from what is expected, assuming that we should not close our eyes that there are still many laws and regulations in health system with a national social security system that is not harmonious so that fragmentation appears.
