Studi ini mengkaji tentang peran Komisi Pemilihan Umum (KPU) dalam mencegah kekerasan elektoral. Sebagai penyelenggara pemilu, Komisi Pemilihan Umum merupakan pihak yang paling banyak berinteraksi dengan kontestan pemilihan. Oleh karena itu, besar peluang bagi KPU untuk melakukan pendekatan dalam usaha pencegahan kekerasan kepada para kontestan yang merupakan sumber konflik. Kasus yang diangkat dalam studi ini adalah Pilkada Kota Yogyakarta tahun 2017 dimana kekerasan dalam kampanye tidak terjadi sebagaimana pemilu-pemilu sebelumnya. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus, yang berfokus untuk memetakan faktor-faktor yang mempengaruhi pelaksanaan kampanye dan bagaimana peran penyelenggara dalam mengkonsolidasikan kampanye tanpa kekerasan. Hasil penelitian menunjukkan bahwa penyelenggara pemilu dalam hal ini KPU Kota Yogyakarta berperan dalam usaha pencegahan kekerasan kampanye pada Pilkada Kota Yogyakarta Tahun 2017. Kesuksesan usaha KPU dalam mencegah terjadinya kekerasan kampanye pada Pilkada Kota Yogyakarta juga dipengaruhi oleh beberapa faktor yaitu sejarah kekerasan pembelahan ideologi partai lama yang menjadi konflik laten dan meresahkan masyarakat, desakan masyarakat sipil agar kampanye terbuka tidak dilaksanakan, dan pertimbangan insentif paslon yang lebih memilih untuk melakukan kampanye figur. Sementara itu, peran KPU dilakukan dengan mengoptimalkan kesempatan koordinasi kampanye dengan tim sukses paslon, sehingga koordinasi tersebut tidak hanya membahas jadwal, namun juga mendorong kesepakatan agar kampanye terbuka tidak dilaksanakan. Selain itu KPU melakukan inovasi pengaturan jadwal kampanye terbatas yang dilakukan secara bergantian untuk menghindari bentrokan antar pendukung. Dengan demikian KPU menutup ruang aktualisasi kekerasan kampanye sehingga kampanye Pilkada Kota Yogyakarta Tahun 2017 dapat berjalan damai.

This study examines the role of the General Election Commission (KPU) in preventing electoral violence. As the election organizer, the General Election Commission is the party that interacts the most with the contestants. Therefore, there is a great opportunity for the KPU to take approach among contestants who are the source of conflict, in order to prevent violence. The case taken in this study is the Yogyakarta City Local Election in 2017 where the campain violence did not occur as in previous elections. The method used in this research is qualitative research method, particularly a case study approach, which focuses on mapping factors that influence the campaign process and how the election commission plays a role in consolidating campaigns without violence. The results showed that the election commission in this case the KPU Kota Yogyakarta played a role in efforts to prevent campaign violence in the Yogyakarta City Local Election in 2017. The success of the KPU effort in preventing campaign violence in the Yogyakarta City Local Election was also influenced by several factors, namely the violent history caused by ideology polarization among the old party that became latent conflict and unsettled the community, civil society insistence so that mass campaigns were not carried out, and consideration of candidates incentives that prefer to carry out figures campaign. Meanwhile, the KPU's role is carried out by optimizing the opportunity of coordination with the campaign team, so that the coordination not only discusses the schedule, but also encourages agreements so that mass campaigns are not carried out. In addition, the KPU also make an innovation in campaign schedule arrangements which were carried out alternately to avoid clashes between supporters. Thus the KPU closed the opportunity for the actualization of campaign violence so that the 2017 Yogyakarta City Local Election campaign could run peacefully.
