JAVA ET SES HABITANTS (1900): PERSPEKTIF PAKAR KOLONIAL PRANCIS JOSEPH CHAILLEY-BERT MENGENAI MANAJEMEN KOLONI DI JAWA AKHIR ABAD KE-19

Tesis ini merupakan sebuah telaah wacana deskriptif monograf pakar kolonial Prancis Joseph Chilley-Bert bertajuk Java et ses habitants yang terbit pada tahun 1900. Tujuan utama tesis ini adalah menyediakan kritik sumber komplementer terhadap karya yang bersangkutan sebagai sumber sejarah primer tentang Jawa akhir abad ke-19. Tesis ini berusaha memahami wacana liberal terkait manajemen koloni di Jawa yang terimplikasi dalam paparan buku "Java et ses habitants", dengan mempertimbangkan posisi penulis sebagai ilmuwan dan teoretikawan kolonial Prancis yang terpengaruh perkembangan pemikiran politik kontemporer Eropa dan berafiliasi dengan lingkar kolonial internasional. Dua pokok argumentasi/usulan penulis mengenai koloni Jawa akhir abad ke-19, yang relevan dengan karakter liberal pemikirannya, ialah: (i) dorongan lebih jauh terhadap praktik protektorat, dan menjadi bagian konsekuensinya pula, (ii) kebutuhan untuk memberdayakan kaum penguasa pribumi melalui pendidikan. Dengan demikian, di samping berfungsi sebagai contoh reiterasi gagasan "imperialisme liberal" oleh kalangan kolonialis Eropa menjelang abad ke-20, Java et ses habitants dapat dipandang sebagai sumber primer berperspektif non-Belanda dengan signifikansi tertentu yang menengarai kembali keberagaman agen produksi pengetahuan kolonial (di) Hindia Belanda pada akhir abad ke-19.

This thesis is a descriptive-analytical attempt to examine the discourse of the nineteen hundred's monograph Java et ses habitants written by French colonial scientist Joseph Chailley-Bert. It aims primarily to provide a complementary criticism of the said work as a historical primary source on the late nineteenth century Java. It seeks to understand the liberal discourse(s) related to the then Java colonial management inferred from the exposes in Java et ses habitants, also given the writer's stance as a French colonial scientist and theorist, being predisposed to the contemporary development of European political thought and affiliated to the international colonial entourage. Two highlighted arguments/recommendations by the writer on the late nineteenth century colonial Java, relevant to his characteristically liberal thoughts, are: (i) the furthering of protectorate practice, and as a part of its consequence, (ii) the requirement to educate local rulers. Serving as an example of the voice reiterating the idea of "liberal imperialism" commonly heard among the European colonialists on the verge of the twentieth century, "Java et ses habitants" hence could be considered a primary source of a non-Dutch perspective of certain significance, once again indicating as well the diverse agents of colonial knowledge production in (and of) the Dutch East Indies in the late nineteenth century.
