Civic Engagement in Times of Tension (A Study of Interethnic Relation Developed in Stella Maris Credit Union, Pontianak)

Studi ini dimulai dengan mempertanyakan keberlanjutan keterlibatan sipil (civic engagement) dengan gagasan 'modal sosial' (dipinjam dari Putnam; 1993) sebagai konsep utama studi konflik dan perdamaian. Pertanyaan utamanya adalah sejauh mana ketegangan sosial-politik bisa merusak bentuk-bentuk keterlibatan sipil? Studi ini menelaah hubungan antar etnis yang berkembang di Credit Union Stella Maris (CUSM) di Pontianak, Kalimantan Barat dalam situasi ketegangan etnis. CUSM, yang berafiliasi dengan Gereja Katolik, adalah perkumpulan keuangan mikro di mana orang-orang dengan berbagai latar belakang (agama, ras, dan etnis) berinteraksi sebagai komunitas ekonomi untuk berbagi manfaat dan nilai bersama. Sebagai lokasi terdampak konflik etnis di era pasca Soeharto, Pontianak tumbuh sebagai kota dengan keragaman etnis. Namun, meningkatnya ketegangan etnis baru-baru ini dianggap sebagai ancaman koeksistensi masyarakat multietnis. Penting untuk melihat kekuatan keterlibatan sipil dalam menanggapi isu-isu konflik di masyarakat sipil. Studi ini mengeksplorasi pengalaman pribadi di antara anggota CUSM untuk mengetahui bagaimana ketegangan etnis dapat atau tidak mempengaruhi hubungan antar etnis (Dayak, Melayu, Tionghoa dan lainnya)? Studi ini berpendapat bahwa keterlibatan masyarakat sipil dapat bertahan di tengah-tengah situasi ketegangan sosial-politik. Pengembangan ekonomi dan pendidikan perdamaian adalah elemen utama bagi keberlanjutan hubungan antar etnis di CUSM. Meskipun telah ada ancaman terhadap masyarakat multi etnis, pengalaman keragaman dalam bentuk hubungan asosiasi dan hubungan bertetangga berkontribusi terhadap koeksistensi sosial. Studi ini menemukan bahwa bentuk keterlibatan sipil di antara anggota CUSM membentuk ekspresi dan sikap resiliensi dalam menghadapi ketegangan sosial. Selain itu, penelitian ini memberikan kontribusi untuk studi sosiologi dan keagamaan karena mengeksplorasi bentuk keterlibatan masyarakat sipil dan untuk studi agama dalam hal ini peran agama.

This study begins by questioning the sustainability of civic engagement with the notion of 'social capital' (borrowed from Putnam; 1993) as the key concept of conflict and peace study. The main question is to what extent does the socio-political tension affect the forms of civic engagement? This study examines the interethnic relation developed in Stella Maris Credit Union (SMCU) in Pontianak, West Kalimantan under the situation of ethnic tension. SMCU, affiliated with Catholic Church, is a microfinance association where people with a various background (religion, race, and ethnicity) interact in an economic community for sharing benefit and values together. As the impact site of ethnic conflict in post Soeharto era, Pontianak recently is growing as the city of ethnic diversity. However, the recent rise of ethnic tension contested the multiethnic coexistence. It is important to see the strength of civic engagement in responding issues of conflict in civil society. This study explores the personal experiences among SMCU members to know how the ethnic tension may or may not affects the interethnic relation (Dayak, Malay, Chinese, and others)? This study argues that civic engagement can sustain under the moment of socio-political tension. Developing economy and peace education are the main significances for interethnic relation in SMCU. Although there has been formed treats for the multiethnic society, experiencing diversity in the form of associational and neighborhood relation contributes to the social coexistence. This study finds that forms of civic engagement among SMCU members shape expressions and attitudes of resilience in facing the social tension. In addition, this study contributes to the study of sociological and religious studies since it explores the form of civil society engagement and for religious studies in this case the role of religion.
