Pendekatan Political Settlements dalam Penyelesaian Konflik Vertikal (Studi Kasus: Konflik antara Pemerintah Thailand dan Kelompok Separatis)

Penelitian ini bertujuan untuk mengeksplorasi proses penyelesaian konflik di daerah Thailand Selatan yang sedang berkonflik diantara pemerintah dan kelompok separatis. Argumen awal menunjukkan bahwa proses penyelesaian yang sedang dilakukan oleh pemerintah Thailand dalam penyelesaian konflik yaitu pendekatan militer. Pemerintah Thailand menggunakan pendekatan militer sejak mulai muncul konflik pada tahun 2001 sampai sekarang. Dengan proses penyelesaian konflik dari pemerintah Thailand sebelumnya belum mendapat hasil untuk perdamaian di daerah berkonflik Thailand Selatan. Penelitian ini dilakukan dengan metode kualitatif yang memfokuskan pada studi kasus. Penulis melakukan pengumpulan data melalui studi literatur sebagai basis analisis. Temuan dari tesis ini menunjukkan bahwa pendekatan Political Settlements sebagai jalan keluar untuk masalah konflik di Thailand Selatan. Melalui dua jalur yaitu: pertama, negosiasi diantara pihak yang sedang berkonflik yaitu pemerintah Thailand dan kelompok separatis dengan negosiasi yang hasilnya win-win solutian. Kedua, temuan yang lain menunjukan bahwa masyarakat civil sangat berperan penting dalam proses penyelesaian konflik. Pemerintah Thailand harus memberi peluang politik untuk masyarakat ditempat berada patisipasi dalam proses penyelesaian konflik di daerah mereka sendiri.

This research aims to explore the conflict resolution process in Southern Thailand that is in the conflict between the government and separatist groups. The initial argument shows that the resolution process is being carried out by the Thai government in resolving conflicts with a military approach. The Thai government has used a military approach since the conflict began in 2001 until now. With the conflict resolution process from the previous Thai government, it has not yet gotten results for peace in the conflicted regions of Southern Thailand. This research was conducted with a qualitative method that focuses on case studies. The author collected data through literature studies as a basis for analysis. The findings of this thesis show that the political settlements approach as a solution to the problem of conflict in Southern Thailand. There is two way : first, negotiations between the parties in conflict, that is the Thai government and separatist groups with negotiations that result in a win-win solution. Second, other findings show that civil society plays an important role in the conflict resolution process. The Thai government must provide political opportunities for communities where they are involved in the conflict resolution process in their own regions.
