Sistem deliberative democracy merupakan sistem yang digunakan untuk mengevaluasi forum-forum deliberasi yang sudah dilaksanakan sebelumnya. Sistem ini menunjang keseluruhan hasil keputusan yang berdampak baik maupun kurang baik bagi penerima kebijakan. Berdasarkan penelitian sebelumnya, belum pernah ada kajian tentang sistem deliberative democracy di tingkatan lembaga sosial dan masyarakat. Hasil tersebut ditambah dengan adanya temuan bahwa di Gapoktan Guyub Santoso ada public space formal dan informal yang dapat mempengaruhi keputusan kolektif. berdasarkan kajian dan hasil temuan dilapangan, peneliti tertarik untuk meneliti bagaimana sistem deliberative democracy yang dilaksanakan Gapoktan Guyub Santoso selama ini. Terlebih lagi kajian-kajian sebelumnya yang membahas tentang Gapoktan Guyub Santoso tidak mengungkapkan secara detail tentang bagaimana strategi/program/ atau kebijakan dihasilkan melalui sistem deliberative democracy. Metode penelitian yang digunakan adalah kualitatif dengan menggunakanan pendekatan deskriptif yang memahami secara mendalam fenomena yang diteliti. Data yang diperoleh dalam penelitian ini adalah data primer yang didukung oleh data sekunder. Data primer dilaksanakan dengan wawancara mendalam dan dilaksanakan dengan teknik purposive sampling. Sedangkan data sekunder adalah data yang didapatkan dari lingkungan luar objek penelitian seperti kajian-kajian terdahulu dan dokumen organisasi. Penelitian ini mengikutsertakan 16 Informan dimana hanya 10 yang menghasilkan data positf ada 12 informan dan data negatif ada 4 informan. Hasil penelitian menunjukkan bahwa sistem deliberative democracy yang terjadi di Gapoktan Guyub Santoso ternyata memperlihatkan perbedaan signifikan. Perbedaan terjadi ketika hanya public space formal pengurus inti menghasilkan keputusan final di dalam empowerment space, sedangkan public space informal pengurus inti vs perwakilan anggota petani kurang mendapatkan pengaruh di dalam menghasilkan keputusan. Transmisi yang ada juga menyebutkan bahwa public space formal memiliki elemen-elemen yang besar di dalam menghasilkan keputusan kolektif dibandingkan public space informal. Serta akuntabilitas dipertanyakan ketika dilapangan ditemukan bahwa terjadi distorsi kebijakan dalam ketidakikutsertaan pembahasan penentuan harga. Beberapa elemen tersebut dipengaruhi oleh elemen-elemen dari keempat sebelumnya. Empat faktor penyebab yang menimbulkan keputusan kolektif berdampak baik mauupun buruk antara lain: 1) Perbedaan keterbukaan informasi antar public space, 2) Desain. Fasilitasi yang dibentuk oleh para oligarkhi, 3) Kepemimpinan dari Bapak K. 4)Budaya partisipasi petani kakao Kabupaten Blitar.

Deliberative democracy system is a system used to evaluate deliberations that had been done before. This system supports the overall results of decisions that have good or barely good impacts on policy recipients. Based on previous research, there has never been a study of deliberative democracy system at the level of sosial institutions and society. These results are coupled with findings that in Guyub Santoso Gapoktan there are formal and informal public spaces that can influence collective decisions. based on studies and findings in the field, researcher were interested in examining how the deliberative democracy system carried out by Guyub Santoso Gapoktan so far. Moreover, previous studies discussing Gapoktan Guyub Santoso did not reveal in detail about how strategies / programs / or policies are generated through system deliberative democracy The research method used is qualitative by using a descriptive approach that understands in depth the phenomenon under study. The data obtained in this study are primary data supported by secondary data. Primary data is carried out by in-depth interviews and carried out by purposive sampling technique. While secondary data is data obtained from the environment outside the object of research such as previous studies and organizational documents. This study included 16 informants where only 12 produced positive data (12 informants) and 4 negatif data ( 4 informants) The results showed that the system of deliberative democracy that occurred at Guyub Santoso Gapoktan turned out to show significant differences. Differences occur when only formal public space administrators produce final decisions in the empowerment space, while informal public space administrators vs. representatives of farmer members have less influence in producing decisions. Existing transmission also states that formal public space has large elements in generating collective decisions rather than informal public space. As well as questionable accountability when in the field it was found that there was a policy distortion in the absence of the price determination discussion. Some of these elements are influenced by the elements of the previous four. The four causes that give rise to collective decisions have good or bad impacts, among others: 1) Differences in information disclosure between public space, 2) Design, Facilitation formed by oligarchs, 3) Leadership from Mr. K, 4) Culture of Blitar�s cocoa farmer participation
