TERNARASIKANNYA SULUH PERLAWANAN: Rajutan Wacana Antar Subjek "Tolak NYIA"

Proyek MP3EI masa Pemerintahan Susilo Bambang Yudhoyono menyisakan berbagai proyek infrastruktur yang harus diselesaikan oleh Pemerintahan Joko Widodo. Salah satu proyek akibat MP3EI adalah pembangunan bandara baru di Pesisir Pantai Kulon Progo. Tak hanya bandara, Pesisir Pantai Kulon Progo juga akan disulap menjadi kota bandara yang diklaim mampu meningkatkan kesejahteraan warga. Pembangunan infrastruktur tersebut pada awalnya untuk memperlancar sirkulasi dan akumulasi kapital, namun pada akhirnya ia menjadi alat untuk sirkulasi dan akumulasi kapital. Melalui ekspansi geografis, penggusuran adalah hal yang harus dilakukan demi kelancaran sirkulasi dan akumulasi kapital. Namun, bukan berarti tanpa hambatan. Posisi pembangunan infrastruktur tersebut bertepatan dengan rakyat yang telah nyaman dengan pertanian. Otomatis pembangunan itu mendapat respons yang negatif dari masyarakat. Rakyat yang menolak mendirikan WTT sebagai wadah gerakan. Atas berbagai dislokasi yang terjadi, WTT pecah menjadi WTT dan PWPP-KP. Mereka mengidentifikasi posisi subjeknya melalui yang-lain. Masing-masing subjek membentuk apa yang disebut Laclau-Mouffe sebagai chains of equivalence dengan berbagai partikularitas di dalamnya. Namun, partikularitas itu dihomogenkan melalui penanda kosong yang bekerja dan seolah-olah setara. Dalam penelitian ini, memfokuskan untuk melihat bagaimana pembentukan chains of equivalence penolak NYIA. Dengan demikian, analisa wacana Laclau-Mouffe melihat bagaimana partikularitas-partikularitas sturktur kewacanaan mencari pemimpin dan menyatu dalam suatu operasi homogenisasi hegemonik. Itulah kontestasi yang dimaknai dengan adanya kristalisasi, homogenisasi, dan dislokasi wacana.

The MP3EI project during the Susilo Bambang Yudhoyono administration left various infrastructure projects that must be completed by the Joko Widodo Government. One project due to MP3EI is the construction of a new airport on the coast of Kulon Progo. Not only the airport but also the coastal area of Kulon Progo will also be transformed into an airport city which is claimed to be able to improve the welfare of the residents. The construction of the infrastructure was initially to facilitate circulation and capital accumulation, but in the end, it became a tool for circulation and capital accumulation. Through geographical expansion, eviction is something that must be done for the smooth circulation and accumulation of capital. However, it does not mean without obstacles. The position of infrastructure development coincides with people who are comfortable with agriculture. Automatic development gets a negative response from the public. The people who refused to establish the WTT as a place of movement. For various dislocations that occurred, the WTT broke out into WTT and PWPP-KP. They identify the position of the subject through others. Each subject forms what is called Laclau-Mouffe as chains of equivalence with various particularities in it. However, the particularity is "homogeneous" it can be through empty markers that work and as if they are equal. In this study, the focus is to see how the formation of chains of equivalence rejects NYIA Infrastructure Project. Thus, Laclau-Mouffe's discourse analysis looks at how the particularities of the temporal structure seek leaders and converge in a hegemonic homogenization operation. That is the contestation which is interpreted by crystallization, homogenization, and discourse dislocation.
