Transformasi FPI: Telaah Politik Kewargaan di Indonesia

Tulisan ini bertujuan untuk mendeskripsikan transformasi organisasi massa Front Pembela Islam (FPI) di Indonesia. Penjelasan transformasi FPI akan dipaparkan dalam dua bagian, yakni FPI lama dari awal berdiri hingga Munas ke-3 pada tahun 2013 dan FPI baru di periode pasca Munas ke-3 hingga 2019. Pada bagian pertama, akan dibicarakan tentang bagaimana dinamika FPI pada masa awal berdiri. Bagian kedua akan membicarakan tentang FPI pada hari ini yang terlibat lebih dalam di politik praktis. Telaah terhadap transformasi FPI ini dikaji dalam studi politik kewargaan. Politik kewargaan berguna untuk melihat dinamika perjuangan FPI sebagai bagian dari warga Indonesia. Politik kewargaan melihat warga negara sebagai subjek aktif, terlembaga, dan evolutif serta akan selalu bersifat politis (Wood, 1999). Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Skripsi ini melihat adanya perubahan mendasar dalam tubuh FPI setelah keterlibatannya dalam upaya-upaya konstitusional dan politik praktis. Awal berdirinya FPI secara konsisten menggunakan strategi sweeping dan kontak fisik lainnya. Sementara itu, setelah proses transformasi yang dilaluinya pergerakan FPI mulai melunak. Hal ini ditandai dengan berpindahnya haluan FPI dari organisasi yang sering melakukan kontak fisik menuju advokasi jalur konstitusi. Meskipun FPI tidak mendeklarasikan perubahan tersebut ke ruang publik, perubahannya dapat terlihat melalui isu-isu yang dibawa.

This thesis is written to describe the transformation of mass organization Front Pembela Islam (FPI) or the Islamic Defenders Front in Indonesia. The writer argues the FPI transform in two phase, which are the old FPI since early formed until the 3rd National Conference in 2013 and the new FPI post the 3rd National Conference until 2019. In the first part of the study, the writer will describe the dynamics of FPI in the early phase of its establishment. The second part will discuss about the dynamics of FPI nowadays and its involvement in practical politics. This analysis of the transformation of FPI is examined in the study of politics of citizenship. The politics of citizenship is useful to understand the struggle of FPI to get his rights as a citizen. Politics of citizenship sees citizens as an institutionalised , active subjects, evolutinary ways, active subjects and citizenship is always political (Wood, 1999). This study use qualitative method with case study approach. This study shows that a fundamental change in the body of the FPI began after its involvement in constitutional means and practical politics. In the beginning of its establishment, FPI consistently used sweeping strategies and other physical contacts. Meanwhile, after the transformation phase, the FPI movements started to soften. This process was marked by the change of direction in the body of FPI, from physical contact towards advocating for the constitution. Although FPI does not declare these changes to the public, the changes can be seen through the issues brought.
