Negotiating the Swedish Welfare Scheme in the Wake of Migrant Crisis

Tesis ini menganalisis kasus negosiasi politik tentang skema kesejahteraan dalam menanggapi krisis migran Eropa 2015 yang dilakukan oleh dua pihak yang bernegosiasi: SAP dan SD di Swedia. Kepentingan yang berbeda berdasarkan persimpangan politik inilah yang memotivasi negosiasi ini. Penjelajahan kontestasi politik dalam menanggapi krisis migran secara menarik memberikan perspektif baru tentang konsensus tentang imigrasi melalui sudut pandang positif; dalam pengalaman Swedia tentang migrasi menyerukan perubahan yang diperlukan untuk mengakomodasi negara kesejahteraan, daripada masalah tentang pendatang baru yang tidak berguna. Tesis ini menggunakan lensa realis klasik untuk menganalisis pembentukan dua garis representasi tentang imigrasi berdasarkan masalah pertikaian dan posisi sejarah para pihak, perbedaan ideologis dan taktik yang digunakan selama negosiasi skema kesejahteraan. Teori ini membantu menjelaskan bagaimana ide dan keadaan sekitar krisis migran Eropa 2015 mengkondisikan penyelarasan kepentingan politik untuk negosiasi politik.

This thesis analyses the case of political negotiations on welfare schemes in response to the 2015 European migrant crisis conducted by two negotiating parties: SAP and SD in Sweden. Differing interests based on political junctures is what motivates this negotiation. The exploration of a political contestation in response to the migrant crisis interestingly gives a new perspective on the consensus on immigration through a positive standpoint; in that the Swedish experience on migration called for necessary changes to accommodate the welfare state, rather than a problem regarding useless newcomers. This thesis uses classical realist lens to analyse the formation of the two lines of representation on immigration based on the issues of contention and the parties' historical positionings, ideological differences and tactics employed during the negotiations on welfare scheme. The theory helps explain how ideas and circumstances surrounding the 2015 European migrant crisis condition the alignment of political interests for political negotiations.
