Studi Eksplorasi Pendapat Dokter Gigi, Perawat, dan Bidan tentang Kewenangan dan Tanggung Jawab Tenaga Kesehatan sebagai Dasar Usulan Definisi Peresepan di Yogyakarta

Kegiatan peresepan yang ada di dunia, berkembang menjadi lebih luas. Aktivitas yang serupa dengan alur peresepan, juga dilakukan oleh tenaga kesehatan selain dokter dan dokter gigi, namun belum ada dasar tentang definisi peresepan pada peraturan yang berlaku di Indonesia. Penelitian ini bertujuan untuk mengeksplorasi jenis aktivitas yang merupakan kegiatan peresepan menurut sudut pandang dokter gigi, perawat, dan bidan sesuai kompetensi mereka dan disusun sebagai usulan definisi peresepan. Penelitian ini menggunakan Metode Delphi untuk menentukan persetujuan narasumber terkait aktivitas peresepan. Narasumber adalah tenaga profesionalitas kesehatan yang berpotensi dikembangkan wewenangnya dalam menentukan pemilihan obat dalam proses peresepan, seperti dokter gigi, perawat, dan bidan. Daftar kuesioner berisikan aktivitas dan skenario yang melibatkan penggunaan obat. Tahap pengisian kuesioner oleh narasumber dilakukan empat kali. Hasil penelitian terdapat 19 butir aktivitas yang disetujui dan 11 aktivitas yang tidak disetujui sebagai aktivitas peresepan. Aktivitas yang disetujui berupa aktivitas secara langsung, tertulis, dan verbal yang berkaitan dengan pengobatan kepada pasien. Narasumber menyetujui semua usulan definisi peresepan dan menjadi rekomendasi usulan definisi peresepan. Usulan definisi peresepan yang paling banyak disetujui oleh narasumber yakni, Peresepan adalah kegiatan menulis, menyalin, menyarankan secara lisan dan atau mengambil tindakan secara langsung hal-hal yang berkaitan dengan rekomendasi pengobatan pasien pada media kertas atau elektronik.

Prescribing has been developing and expanding. The same activity that involves the prescribing has been done by some health workers who are not a doctor or a dentist. However, there is no basic standard for the definition of prescribing in the regulation of Indonesia. This research is aimed to explore the types of activity which are part of prescribing activity based on the point of view of the dentists, nurses and midwives according to their competence. Then, they are arranged as the proposal of the prescribing definition. This research used Delphi method to determine the participants agreement regarding the prescribing activity. The participants were the professional health worker such as dentists, nurses and midwives that had potential to develop their authority to choose the medicines in the process of prescribing. The questionnaires contents were about the activities and scenarios regarding the use of medicines. The fulfillment of the questionnaires had been done 4 times. The result of the research shows that there are 19 points that are approved and there are 11 points that are not approved as the prescribing activities. The approved activities are direct activity, written activity and verbal activity that related to the treatment of the patients. The participants approve all the recommendations related to the prescribing definition and use them as the recommendations of prescribing definition. The recommendation of prescribing definition that is approved by most of the participants is Prescribing is an activity of writing, copying and suggesting both in verbal or direct action regarding the recommendation of patients treatment using papers or electronics media.
