OPTIMASI LUAS LAYANAN USAHA PELAYANAN JASA ALAT DAN MESIN PERTANIAN (UPJA) UNTUK TRAKTOR RODA DUA DI KABUPATEN MADIUN

Kabupaten Madiun merupakan salah satu kabupaten yang memiliki luas lahan sawah yang besar yaitu 31.180 ha. Untuk mengolah lahan pertanian tersebut memerlukan bantuan alat dan mesin pertanian agar lebih efisien dan efektif. Namun, tidak semua petani mampu untuk membeli alat dan mesin pertanian tersebut dikarenakan harganya yang sangat mahal. Salah satu solusi pemerintah untuk dapat mengatasi permasalahan ini adalah dengan mengadakan suatu jasa penyedia layanan penyewaan alat dan mesin pertanian yang biasa disebut sebagai Usaha Pelayanan Jasa Alsintan (UPJA). Setiap UPJA memiliki luas layanan yang berbeda-beda, hal ini dipengaruhi oleh jumlah traktor yang dimiliki tiap UPJA berbeda. Semakin banyak traktor yang dimiliki oleh suatu UPJA maka luas layanan UPJA tersebut akan semakin besar. Tujuan penelitian kali ini adalah untuk mengetahui optimasi luas layanan UPJA untuk traktor roda dua di Kabupaten Madiun. Hasil penelitian secara umum meliputi total luas sawah yang dapat diolah oleh traktor roda dua yaitu luas sawah pada kemiringan 0-8% seluas 28.157 ha. Luas cakupan layanan traktor roda dua UPJA seluas 791,67 ha atau 0,42% dari total luas sawah sehingga jumlah kekurangan traktor yaitu 2628 unit.

Madiun Regency is one of the regencies which has a large paddy field area which is 31.180 ha. Assistance of agricultural tools and machinery needed to process the fields, so the results obtained are more efficient and effective. However, not all farmers are able to buy agricultural tools and machinery because the price is expensive. One of the government's solutions to overcome this problem is establishing rental service for agricultural tool and machinery or UPJA (Agricultural Tool and Machinery Rental Service). Each UPJA has different service area, this is influenced by the number of tractors owned by an UPJA. The more tractors owned by an UPJA, the greater the UPJA service area will be. The aim of this study is determining the optimization of UPJA services for two-wheeled tractors in Madiun Regency. The results generally include the total area of rice fields that can be processed by two-wheeled tractors, which is the area of rice fields at a slope of 0-8%, area of 28.157 ha. The coverage area of two-wheeled tractor services in UPJA is 791.67 ha or 0.42% of the total area of paddy fields so the number of tractor deficiencies is 2628 units.
