Safe Travel as the Government Information Platform in an Effort to Protect Indonesian Citizens

Jumlah warga negara Indonesia yang melakukan perjalanan ke luar negeri telah mencapai angka 2 juta orang. Jumlah ini juga diprediksi akan terus meningkat setiap tahunnya. Semakin banyaknya warga negara Indonesia yang berada di luar negeri, menjadikan Kementrian Luar Negeri selalu siap dalam mengatasi berbagai masalah yang melibatkan orang Indonesia di luar negeri. Karena perlindungan seluruh warga negara Indonesia merupakan tanggung jawab dari Kementrian Luar Negeri Republik Indonesia, Kementrian Luar Negeri meluncurkan aplikasi Safe Travel sebagai salah satu upaya dalam meningkatkan sistem perlindungan WNI. Safe Travel merupakan media informasi berbentuk elektronik yang digunakan untuk menyediakan informasi dan menjadi alat perlindungan. Penelitian ini bertujuan untuk membahas informasi umum tentang aplikasi Safe Travel, informasi dan fitur aplikasi Safe Travel sebagai upaya perlindungan WNI, serta kelebihan dan kelemahan aplikasi Safe Travel. Metode yang digunakan dalam penulisan penelitian ini adalah metode kualitatif. Metode ini digunakan dengan melakukan pengamatan langsung di Kementrian Luar Negeri Republik Indonesia selama masa Praktek Kerja Lapangan dari bulan Januari sampai Maret 2019. Data penelitian diperoleh melalui wawancara dengan Staff Direktorat Perlindungan WNI dan BHI. Wawancara dilakukan dengan daftar pertanyaan serta teknik merekam. Data kemudian di transkip dan dikelompokan berdasarkan pertanyaan penelitian. Triangulasi data juga dilakukan dengan membandingkan hasil wawancara dan data yang diperoleh saat observasi pada kegiatan rapat rutin Safe Travel. Selanjutnya data dianalisa melalui studi pustaka dengan buku maupun dokumen terkait topik penelitian. Data temuan dikelompokan dan disusun secara sistematis untuk menjawab pertanyaan penelitian. Hasil penelitian ini menunjukan bahwa Safe Travel merupakan informasi media elektronik yang memiliki fitur sebagai upaya perlindungan WNI di luar negeri. Fitur tersebut adalah informasi umum terkait negara lain, himbauan, informasi pelayanan serta tombol darurat. Informasi pada aplikasi Safe Travel merupakan informasi yang bersifat edukatif sehingga pengguna mengetahui situasi negara yang akan dituju dan dapat melakukan tindakan pencegahan untuk melindungi dirinya sendiri. Tombol darurat memudahkan WNI mendapatkan pertolongan dengan mudah saat berada pada suituasi mendesak di luar negeri. Pengelolaan informasi pada aplikasi Safe Travel dilakukan secara langsung oleh pemerintah sehingga informasi yang dimuat pada aplikasi Safe Travel adalah informasi yang valid. Berikutnya adalah kelebihan pada aplikasi Safe Travel yakni informasi yang praktis, serta fitur perlindungan bagi WNI di luar negeri. Sedangkan kelemahan pada aplikasi Safe Travel yakni sistem yang masih sering bermasalah saat dioperasikan.

The number of Indonesian citizens traveling abroad has reached close to 3 million people. This number is also predicted to continuously increasing every year. The increasing number of Indonesian citizens who are abroad, required the Ministry of Foreign Affairs always being well-prepared to overcome various problems involving Indonesian people abroad. Because the protection of all Indonesian citizens is the responsibility of the Ministry of Foreign Affairs of the Republic of Indonesia. As an effort to improve the protection system of Indonesian citizens, the Ministry of Foreign Affairs launched the Safe Travel application. Safe Travel is an electronic information media that is used to provide information and become a protection tool. This study aims to discuss general information about the Safe Travel application, information and features of the Safe Travel application as an effort to protect Indonesian citizens, also the strengths and the weakness of the Safe Travel application. The writing method used in this study is a qualitative method. This method is used by doing direct observation in the internship program conducted from January until March 2019 in the Ministry of Foreign Affairs Republic of Indonesia. The research data was obtained through interviews with Staff of the Directorate of Protection of Indonesian Citizen and Legal Entities. Interviews were conducted with a list of questions and recording techniques. The data was transcribed and classified based on research questions. Data triangulation was also carried out by comparing the interview results and observation data from Safe Travel routine meetings. Then the data was analyzed through literature studies with books and documents related to research topics. Data findings were classified and arranged systematically to answer research questions. The results of this study indicate that Safe Travel is electronic media information that has features as an effort to protect Indonesian citizens abroad. The features are general information related to other countries, appeals, service information, and emergency buttons. Information on the Safe Travel application is educational so that the user knows the situation of the other countries and can take preventive action to protect themselves while traveling aboard. The emergency button makes it easy for Indonesian citizens to get help when they are in urgent situations abroad. Information management in the Safe Travel application is carried out directly by the government so that the information contained in the Safe Travel application is valid information. Next is the strengths of the Safe Travel application, which are practical information, as well as protection features for Indonesian citizens abroad. While the weakness is the occurrence of error system while opening the application for about 10 minutes or more
