Sikap Shinzo Abe terhadap Korea Utara dalam Inter-Korean Summit 2018: Perspektif Konstruktivisme

Skripsi ini bertujuan untuk mengkaji sikap negatif Shinzo Abe terhadap komitmen Korea Utara yang ditunjukkan dalam Inter-Korean Summit 2018. Sikap tersebut memiliki perbedaan dengan sambutan baik yang ditunjukkan oleh publik internasional, khususnya negara anggota Six Party Talks yang mengawal isu denuklirisasi dan perdamaian di Korea Utara. Penelitian ini bermaksud untuk memahami bagaimana pembentukan sikap negatif yang ditunjukkan oleh Abe menggunakan pendekatan konstruktivisme. Dengan melakukan analisis terhadap ide, identitas dan kepentingan yang dimiliki oleh Shinzo Abe, serta menggunakan konsep Anarki ala Wendt, dapat dipahami apa saja yang mendasari sikap negatif Jepang terhadap Korea Utara dalam Inter-Korean Summit 2018. Dari penelitian ini, ditemukan bahwa Abe bersikap negatif sebab ia masih menganggap Korea Utara sebagai ancaman dan pelaku kejahatan masa lalu. Sekuritisasi terhadap isu Korea Utara (ancaman nuklir dan kasus penculikan) menjadi poin penting bagi Abe sebagai alasan peningkatan anggaran serta kedaulatan militer yang pasifis sekaligus mengukuhkan status Jepang sebagai negara normal. Selain itu, ditemukan juga instrumentalisasi isu Korea Utara oleh Abe sebagai alat pemenuhan agenda-agenda patriotik sekaligus berguna untuk meningkatkan citra Abe di tengah konflik domestik.

This research seek to examine attitudes shown by Shinzo Abe towards commitments of North Korea in regards to the 2018 Inter-Korean Summit. The attitude which was shown by Abe is in contrary to the positive welcome displayed by world leaders, especially the member of Six Party Talks which favor peaceful development towards North Korea situation. Constructivism framework was choosen due to its approach which focuses on idea, identity and interest. This study also uses Wendtian concept of Anarchy, to further undestand Abe negative posture which was different than other Six Party Talks members. Disdain and lack of enthusiasm flaunted by Abe in regards to the presence of North Korea in the 2018 Inter-Korean Summit originated from antgonistic idea and understanding of Kim Regime which viewed as a threat believed by Shinzo Abe. It was related to the fact that Japan was a victim of Kim Regime abduction and also missile launch track records. North Korea issue is actively securitised by Abe as an instrument that calls for more active military measure which further cemented status and defense sovereignty of Japan as a normal country. Such hardline posture towards North Korea also used as a tool to fulfill right-wing and patriotic agenda endorsed by Abe and fellow conservative politican.
