PROSES AGENDA SETTING DAN FORMULASI KEBIJAKAN PERATURAN DAERAH KABUPATEN KULON PROGO NOMOR 7 TAHUN 2015 TENTANG PERLINDUNGAN PEREMPUAN DAN ANAK KORBAN KEKERASAN

Penelitian ini bermaksud untuk mencermati proses pelembagaan isu perlindungan perempuan dan anak di Kabupaten Kulon Progo dalam bentuk peraturan daerah, serta dinamika berbagai aktor yang terlibat dalam upaya tersebut, yakni aktor negara dan masyarakat sipil. Proses pelembagaan dalam bentuk peraturan daerah yang dimaksud berupa proses agenda setting dalam formulasi kebijakan Peraturan Daerah Kabupaten Kulon Progo Nomor 7 Tahun 2015 Tentang Perlindungan Perempuan dan Anak Korban Kekerasan. Penulis menggunakan teori dari John W. Kingdon untuk mengurai proses agenda setting kebijakan, dimana akan disandingkan proses bekerjanya tiga arus, yaitu arus masalah, arus kebijakan, dan arus politik sebagai upaya untuk membuka jendela kebijakan. Dalam proses formulasi penulis menggunakan metode mixed scanning, yang bertujuan untuk mendapatkan uraian proses formulasi yang utuh. Metode penelitian yang digunakan adalah metode kualitatif, penulis mengumpulkan data dengan melakukan wawancara, serta penelusuran data sekunder dari berbagai buku, artikel, dan dokumen dari berbagai sumber. Hasil dari penelitian ini adalah pertama, penetapan kebijakan perlindungan perempuan dan anak di Kabupaten Kulon Progo melibatkan elemen negara dan elemen masyarakat sipil yang peduli dengan isu kekerasan pada perempuan dan anak di kabupaten ini.Kedua, perjuangan isu perlindungan perempuan dan anak korban kekerasan ini berlangsung sangat panjang.Jejaring PK2PA secara aktif mendorong bekerjanya tiga arus dalam proses agenda setting, hingga membuka jendela kebijakan dan memasukkan isu tersebut ke dalam agenda pemerintah hingga ditetapkan menjadi peraturan daerah. Ketiga, meski pada proses formulasi ditemukan kekurangan dimana penyusunan kebijakan ini tidak dilengkapi dengan naskah akademik, namun perda tersebut tetap berhasil disahkan. Hal ini menunjukkan bahwa perumusan kebijakan ini tidak sepenuhnya mengandalkan hasil perhitungan rasional secara ideal.

This study intends to examine the institutionalization of the issue of the protection of women and children in Kulon Progo in the form of regional regulations, as well as the dynamics of various actors involved in these efforts, namely state actors and civil society. The institutionalization process in the form of the regional regulation in question is in the form of an agenda setting process in the formulation of the Kulon Progo District Regulation Number 7 Year 2015 concerning the Protection of Women and Children Victims of Violence. The author uses the theory of John W. Kingdon to unravel the agenda process of policy settings, which will be juxtaposed by the workings of multiple streams, problem streams, policy streams, and politics streams in an effort to open a policy window. In the process of formulation the author uses the mixed scanning method, which aims to get a complete description of the formulation process. The research method used is a qualitative method, the authors collect data by conducting interviews, as well as tracking secondary data from various books, articles, and documents from various sources. The results of this study are the first, the establishment of policies for the protection of women and children in Kulon District Second, the struggle for the issue of protection of women and children victims of this struggle has been very long. The PK2PA network actively encourages the multiple streams works in the agenda setting process, to open a policy window and put the issue on the government's agenda until it is determined to be a regional regulation. Third, while the formulation process found deficiencies when drafting this policy it was not equipped with academic texts, but this regulation was still successfully passed. This shows that this policy is not in accordance with the results.
