PENGUKURAN NILAI WILLINGNESS TO PAY PER QUALITY ADJUSTED LIFE YEAR (WTP PER QALY) DAN ANALISIS KARAKTERISTIK YANG MEMPENGARUHI PADA PASIEN MALARIA DI PUSKESMAS KABUPATEN MANOKWARI

Interpretasi terhadap nilai rasio efektivitas biaya untuk teknologi kesehatan membutuhkan cost-effectiveness threshold yang digunakan sebagai pembanding dan penentuan suatu teknologi kesehatan bersifat cost effective atau tidak. Penelitian ini bertujuan untuk menentukan nilai Willingness To Pay per Quality-Adjusted Life Year (WTP per QALY) dan untuk mengetahui faktor karakteristik yang mempengaruhi nilai WTP per QALY dari terapi penyakit malaria di Kabupaten Manokwari. Penelitian ini menggunakan rancangan cross sectional. Teknik pengambilan sampel menggunakan metode stated preference dengan pendekatan contingen valuation yang dilakukan pada 110 responden. Responden merupakan pasien yang menderita penyakit malaria yang berasal dari 4 puskesmas di Kabupaten Manokwari Papua Barat periode Oktober hingga Desember 2018. Data dianalisis menggunakan uji Mann Whitney untuk melihat perbedaan nilai rata-rata WTP per QALY pada pasien malaria, analisis bivariat untuk melihat pengaruh karakteristik terhadap nilai WTP per QALY dan analisis regresi linier berganda untuk melihat seberapa besar pengaruh faktor demografi terhadap nilai WTP per QALY. Hasil penelitian berupa nilai WTP per QALY untuk pasien malaria di Puskesmas Kabupaten Manokwari adalah Rp103.500.000 ���± Rp68.616.715. Nilai utility EQ-5D senilai 0,490. Nilai WTP per QALY mencapai 1,8 kali dari GDP per kapita. Karakteristik yang berpengaruh terhadap nilai WTP per QALY pada pasien malaria di Puskesmas Kabupaten Manokwari adalah jenis kelamin (p 0,045), status pernikahan (p 0,000), total pendapatan (p 0,016), total pengeluaran (p 0,038), serta riwayat penyakit keluarga (p 0,000) yang memberikan kontribusi sebesar 10,7% terhadap nilai WTP per QALY pada pasien malaria di Puskesmas Kabupaten Manokwari.

The interpretation of the value of the cost effectiveness ratio for health technology requires a cost effectiveness threshold that is used as a comparison and the determination of a health technology is cost effective or not. This study aims to determine the value of Willingness To Pay per Quality-Adjusted Life Year (WTP) and to determine the characteristic factors that influence the value of PAPs per QALY from malaria therapy in Manokwari District. This study used a cross sectional design. The sampling technique used a non random sampling method which was conducted on 110 respondents. Respondents were patients suffering from malaria from 4 health centers in Manokwari District, West Papua, from October to December 2018. Data were analyzed using the Mann Whitney test to see the difference in mean WTP per QALY in malaria patients, bivariate correlation analysis to see the characteristic effects the value of WTP per QALY and multiple linear regression analysis to see how much influence the demographic factor has on the value of WTP per QALY. The results of the study in the form of WTP values per QALY for malaria patients in the Manokwari District Health Center were Rp. 103,500,000 ���± Rp. 68,616,715. The value of WTP per QALY reaches 1.8 times the GDP per capita. The characteristics that influence the WTP value per QALY in malaria patients in the Manokwari District Health Center are gender (p 0.045), marital status (p 0.000), total income (p 0.016), total expenditure (p 0.038), and family history (p 0,000) which contributed 10.7% to the value of WTP per QALY in malaria patients in the Manokwari District Health Center.
